As of January First I have decided on her name. Thanks everyone who gave suggestions and Look forward to the story Being released Soon!
So yeah, this is a character I created, to be used in a story I'm working on. She had a name, but the original design had a different color scheme to go with the name, and once I changed it, She needed a new one.
Without getting Too Spoilery, She is a Dragon/pony Hybrid, and not the result of any spike Shipping. And because everyone I asked personally made it apparent, I should mention she has nothing to do with ice, she's just blue.
If you make a suggestion I decide to use, I shall credit you in the Story Description. Thank you for your time.

Names, names, names... What is in a name? Hmmm...
Sapphire? No... too unoriginal...

Hm. Blue Breeze? I dunno, it's easier to think of a name if I know a little more about that character than just what they look like.
How abut Pearl. The reason behind this is because her coat is white like one and its a rare treasure. The rare treasure is the main reason as it seems like a dragon name but it also could still be a ponies name.

now what to name her.. Opal wing? nah maybe not. (besides without the wing part it sounds too much like a certain cat) 
gee i can't think of a name for this one i wish i could help. if she were green i'd suggest jade or something but that's not the case.
It's hard to give a name to someone who you don't know about. Personality wise, it's important to give them a fitting name. A chemist on the verge of winning a Nobel Prize isn't going to be called Brandi. That name doesn't fit someone like that.
Solely based on appearances though, there might be enough. Something along the lines of Lazuli, Zuli for short.

Best I can come up with is Silver Scale or perhaps Sapphire Lily.
I still vote Bob Dracopon.
Or, y'know, maybe Skipper. Or Flicker? We really need some personality to build off of.
