Destroy all monsters your opponent controls with a Level less than or equal to the total Levels of all "Wisel" monsters you control -1 for each Level 3 or Level 4 "Wisel" monster you control and -2 for each Level 5 "Wisel" monster you control, except "Meklord Emperor Wisel ∞". You cannot conduct your Battle Phase this turn. You must control 1 face-up "Meklord Emperor Wisel ∞" to activate and resolve this effect.
A brief explanation. If you control "Meklord Emperor Wisel ∞" and four LV3 "Wisel" monsters, you could destroy all Level 8 or lower monsters your opponent controls (3x4=12, then minus 4 equals 8). And for four Level 5 "Wisel" monsters, you could destroy all Level 12 or lower monsters (5x4=20, then minus (2x4=8) equals 12).
