Time to get rid of my feels: Pegasi couldn't realistically be hanged that way; they likely weigh a lot less than other ponies, and thus their body weight wouldn't be enough to snap their neck or crush their windpipe. Furthermore, if they intended to suffocate, they'd inevitably panic and fly out of the noose (or tighten it, but studies haven't been done on the likely hood).
