The difference I think comes down to timely relevance. That is, a Blog Post is for messages that have a limited period of importance. Whereas Author Notes are something relevant to the story forever.

So putting something like a notice that you won't be able to update the story for a few weeks because you broke your hand? That should be a blog. It has a time limit. In 5 years a reader doesn't care. That information is outdated. Or at least I hope it'd be after that much time.
