The difference I think comes down to timely relevance. That is, a Blog Post is for messages that have a limited period of importance. Whereas Author Notes are something relevant to the story forever.
So putting something like a notice that you won't be able to update the story for a few weeks because you broke your hand? That should be a blog. It has a time limit. In 5 years a reader doesn't care. That information is outdated. Or at least I hope it'd be after that much time.
Blog Posts are where authors get personal and "talk" to their audience. What's going on in their lives. What kinds of stories are they thinking about writing. Who is their favorite author. What books are they reading. What other shows they like. Etc.
Author Notes should be about the story itself. Not spoilers, but maybe more like behind the scenes reveals. Not necessary at all for enjoying or understanding the story, but explanations of references or about your writing process for the chapter. That kind of thing.
I've always taken an interest in the writing process of other authors, but they never talk about it. Until now I've never bothered with Author Notes because all the ones I've seen have been inappropriate. Not lewd, insulting, or bad. It's just every Author Note I've seen has been irrelevant or really belongs in a Blog. So I've never bothered to leave any myself. That's going to change. I think it'd be fun to use them as a window into my writing process. That has a timelessness to it. I think. Hopefully they won't distract too much from the story flow.
