Five years after the CMC ravaged Ponyville as Cheerilee's students, the costs of fixing up all the property damage has been lent, interested upon, and then demanded back in three years, netting about a million bits of profit in total.

Since the CMC were Cheerilee's students, they resolved that it was her fault that they ended up that way, and therefore decided to give her the bill to, well, pay one million bits for what the CMC had done.

The plan has a simple problem, one that was probably examined, then ignored: Cheerilee doesn't have a million bits lying around collecting dust. She turns to cooking up drugs to sell to pay it all back.
