Professor Gregory "Grogar" Dagger: A cold and cruel man of science and the creator of Radiation X. Grogar is a master scientist who studies biology and genetics. He created Radiation X To help "Further human evolution" as he puts it. He has many abandoned facilitates and factories producing more of the dangerous chemical.

Dr. Dillian Dagger: Grogar's younger brother. Like his brother, he's a man of science with a moral compass just as crooked. However, while Grogar studies genetics, Dillian studies cybernetics and the two brothers do not see eye to eye because of this. Dillian would often kidnap random people off the street and turn them into killer cyborgs that were loyal only to him.

Noize Maker: Real name: Unkown. A cyborg that has supersonic-like weaponry. He packs enough fire power to level an entire city block.

Gasbag: Real name: Sludge Thompson. Once a two-bit crook who had the rotten luck of running into Spike during one of the latter's nightly patrols. Sludge made a run for it when trying to escape Spike, trying to hide in a supposedly abandoned factory, only to slip and fall into one of the vats that contained Radiation X. Now a meta human with disgusting powers, Gasbag can unleash a supersonic burp and... "release" noxious fumes. His powerful flatulence can also launch him into the air.

Crusher: Real name: Michael Spencer. Once a bright but weak boy who had a background similar to Spike's until he found rare drug called "Witchweed" which boosts his physical strength and used it to get back at his tormentors. However, while Spike managed to overcome his bitterness, Michael didn't and became the ruthless super-criminal known as Crusher, using Witchweed to become the powerhouse he is today. When he and Spike first squared off, Crusher managed beat him, even breaking his back in the process.

Count Orlock: A vampire that couple thousands of years old and is powerful in the ways of the dark arts. He and Drakon have a bit of a history and have sensed him when the ancient dragon reawakened.

Lavan: Real name: Lyle Pyro. A delinquent biker and one of Spike's bullies who went out of his way to make the latter's life miserable. When Spike got his powers, he decides to back at all his tormentors with Lyle being first on his list. Spike punched him in the face so hard, it actually sent him flying across the city and slammed right into a tank truck. However, the truck contained a mutagenic substance called "Radiation X" which gave him pyro-like powers. Renaming himself Lavan, he looks for any opportunity to get even with Spike.

The Smooze: Real Name: Shadow Storm. Once a bully who made Spike's life a living tartarus. When he threatened Twilight with a knife, Spike had enough and punched him halfway across the city. However, he slammed straight into a tank truck that contained Radiation X, mutating him into a blob-like monstrosity called the Smooze! He swore revenge on Spike ever since.

Ēferno: A dark dragon who, in past life, like Drakon, was a noble dragon who wanted to keep peace by bestowing his powers upon his chosen champion. That is until humanity was manipulated into believing that dragons are dangerous and were hunted down to near-extinction, until only the dark dragon himself remained.

Angered at humanity's betrayal, and the death of his dragon brethren, along with his champion, Ēferno was consumed by the darkness spurned from his hatred, anger, and sorrow within his heart, becoming a living embodiment of darkness and nearly destroyed half of the world. His reign of terror and conquest came to a stop, when he was somehow defeated, by a team heroes, who imprisoned him within a tomb.

For centuries, a forest would grow over his tomb, becoming the Everfree Forest, and the stories faded into forgotten legends. But Ēferno would soon be awakened, upon sensing the presence of Drakon's awaking and Spike becoming the Dragon Knight.

Alrighty, time to talk about the big three crime bosses of this city:

Tirek Infernal: The crime lord who rules the eastern side of the city. He's quite muscular and often uses brute force to solve his problems. Tirek's second in command is Cozy Glow who, despite her short size, is infamous for her volatile temper.

Sombra Umbrum: The Crime lord who rules the northern part of the city. He is quite cold and calculating. He has a secretary named Radiant Hope who does most of his dealings as well as... *ahem* help eases her boss' frustrations from time to time.

The Storm King: Real name unknown. The crime lord of the southern part of the city. He has quite a cheerful a personality but don't let that fool you. If you cross him, he will make sure that you are as good as dead.

The west part doesn't have a major crime lord, but it's littered with many gangs trying to kill each other.

Now these three are less like rivals and more like mutual business partners. I figured they're relationship would be similar to Boggis, Bounce, and Bean's from the movie, Fantastic Mr. Fox with the meeting between the three of them and discussing on how to get rid of the Dragon Knight being similar to this:

Since Phantom is given you permission to use his OC for this story, I'll go ahead and let you use one of mine as well:

Shade Stalker: A mysterious young man who's around Spike's age and harbors a dark secret; he's a werewolf, another longtime enemy of the dragons. Unleashed by Orlock to track down and kill the Dragon Knight in exchange that he would be free (of course, Orlock has no intention of holding his end of the bargain). Shade hunts his prey with ruthless efficiency and doesn't stop until that prey is caught.

Another thing about him is how eerily silent he is as he never utters a single word. Whether it was due to his vocal cords being damaged during a battle, made a vow of silence because of a tragedy, or was just born mute is unknown.

Overtime, he develops a fierce rivalry with Spike as well as a mutual respect for the superhero.
