A simple answer is to try and make your world into an RPG Mechanics 'Verse; one whose techniques and skill system was lost to time or was mired in superstition or was covered up long ago by corrupt elements in order to hoard power. A popular inlet to this knowledge would be through making it seem like Ogres & Oubliettes was seen as a primer that was developed by one of the few that could utilize knowledge of this phenomena since it was something that everyone could access if properly trained to harness on their own: even Non-Alicorns could do it.

Using aspects of this type of setting ranging from Elemental Rock-Paper-Scissors, Weapon/Armor Capability/Affinity, to even incorporating a Job Class System: you can even the playing field for "Non-Royal Alicorns" to make them both strong while keeping the other Three Tribes as noteworthy in importance to the setting due to possessing either an affinity for a type of power that the Alicorn is lacking in, or has a much deeper affinity or understanding of a type of power that the Alicorn is only a "Jack-Of-All-Stats" with in that the Alicorn is marginally decent at that power compared to the exemplar Non-Alicorn.
