GW will whore out the license to anyone who asks nicely enough. They gave it out to those guys who made Ride to Hell so they could make a tower-defense free-to-pay game, they gave it out to some schmucks on Steam who made at least some kind of attempt to hide their greed by giving their free-to-pay game some actual gameplay, and they'd probably give it to US if we asked nicely enough and make an MLP version of it. Hell, they'd probably let Hasbro make an episode about Warhammer and such as long as it gets them some kind of money.
