I think they are. It’s not entirely clear if those are true bat wings or just ornamentation on their armor. It’s ambiguous enough that IMO you could take it either way.

In my own writing, I enjoyed leaning pretty hard into the consequences of a bat-winged Rainbow Dash!

The only bat ponies in the series appear with Princess Luna when she goes to Ponyville to celebrate Nightmare Night. It's possible they were only disguised pegasi from the Royal Guard (which would be responsible for protecting Luna as well as Celestia). I know of no other bat ponies (except for Flutterbat) in the series, so I tend to believe they were in disguise. So, yes they are part of the Royal Guard, but they're not real bat ponies.
