Congress told the US Navy that they had to have a plan to reactivate USS Iowa and USS Wisconsin in a short period of time should the need ever arise for them. That is why they can't have any modifications made to them as museums that would take a long time to undo, such as having the propellers removed, welding hatches shut, and other things.

On topic now, I think that battleships now have a future in the modern navy. Battleships were extremely stable ships, only rolling in the heaviest of seas. This is due in part to their hull design being wide and deep, giving them stability, and therefore, accuracy. What better place to mount a super-accurate weapon than a hull design that has been proven to stable over several hundred years?
