I know this sounds like a dumb statement but hear me out first.

First off. I slowly began to realize that the Griffoinan Empire is somewhat similar to the Holy Roman Empire. Both show that their empires weren’t empires at all. Just land with different culture identities, regions, and districts that run almost independently by lords and princes that show no loyalty towards their leaders. Both leaders spend most of their times putting down those rebellions then fixing their kingdoms personal problems. And here’s a video showing you what I mean.

I don't see a human is needed to reform their empire, they would do it without foreign intervention. If not, then through Equestrian political centralization studies.
