So, I have a few questions on rulings... it's only two for now, but would likely end up being a couple more later on down the line.

The first: Is Turbo Warrior immune to the effects of XYZ monsters? XYZ monsters don't have a level, which means that they aren't effected by things like Gravity Bind that specify a level. Technically wouldn't that meet the requirements for Turbo Warrior's immunity effect?

the second: I use the effect of Summoner Monk once and synchro for a level 8 monster. Then, I bring him back with Call of the Haunted. Can I use his effect again in the same turn?

1) No. Xyz Monsters do not have a Level at all. They aren't even treated as Level 0. Turbo Warrior can be targeted by the effect of an Xyz Monster of any Rank.

2) Yes you can. There are exceptions to this rule, but they're usually pretty easy to spot.
