History: New Design is pretty much the mechanical component of Da Vinci, although, he is partial to a few sketches here and there. New Design isn't as manic as Pinkie, yet he could be a close runner up when the idea's come.
Status: New Design had come to Ponyville to supply a very accurate way to measure Wingpower for the Water Tornado. Now that that is over, he's staying in Ponyville until his next job arrives.
Attitude: Pretty much a manic. Could be classed as insane to some people, whilst to others, he is a genius.
Miscellaneous Info: New Design re-invented pegasus flight at one point or another, but his idea was immediately stolen by his competitors.

Maybe a reference to "Balance" (Luna teaches Twilight her brand of magic, which is fueled by emotions - one of the perks is multiple-object telekinesis without constant focus)?

maybe to the first part, haven't read the fic, have to check it some time or another.
And re-invented as in making mechanical wings, much like the actual Da Vinci, allowing pegasi with under-developed/no wings, to fly.
