I have a very important question... Lets fast-forward a bit, and say the Council has defeated both the NLR and the Solar Empire... The Council would take control of Equestria... But would they have smaller councils to deal with more trivial matters? Or would they take care of everything by themselves?

338122 I think it would be best to have the main council at the capital, while smaller delegations are in each city/town that report back to the main council the problems while the main council in return tells the delegations how they will respond.
