The term for leftover food scavenged from garbage/waste is "pagpag" and this is the only affordable food for people who live in extreme poverty.

The worst part is that there’s actually enough food produced to feed everyone. However, one third of it is wasted while people die of hunger...

Often, businesses will say that they don’t want to be sued over "bad" food/ food poisoning but, apparently, there’s no case of a business getting sued for food donation.
In reality, there’s no incentive for businesses to give out food. Distributing almost bad food for free is costly and just giving it to charities doesn’t cover some of the expenses already invested to buy, transform and conserve the products.
To make it worthwhile for the businesses, they would have to sell the food to a charity that would then also have to pay for the transportation, distribution and transformation or the government would have to give tax credits for food donations. This means that either taxes serve to pay to feed the poor or that the poor have to rely on the goodwill of the people to pay for charities...
