It is true. Dracula's shapeshifting, flight, changing of the weather, summoning of animals, and other powers other than his enhanced strength, speed, and longevity are due to Dracula actually being a powerful warlock and are not available to other vampires. Basically, Dracula's centuries of life allowed him the privilege to study knowledge impossible to obtain by ordinary people and that gave him access to powers seldom found in the use of common men in the past and almost unheard of in Barn Stokers time in the start of what we consider to be the modern age.

Sometime after December of 1476 in near Bucharest, Romania.

After his final battle and subsequent death, middle-aged Prince Vlad the III "The Impaler" Dracula curses god. He is outraged that even after all he has done in God's name he had still lost everything that he loved and that his soul was damned and bound for hell. And with this Vlad Dracula rises from among the rotting corpses clothed in tattered and dented cloth and iron, watching as the crows are feasting upon the corpses of the fallen, and doing so within the witching hour of the night in the presence of the full moon. With newfound purpose, the lowly Strigoi known as Dracula begins his journey to meet with the Solomonai deep within the mountains to see to his tasks given by his master much to his own dismay and do everything and anything to claim what he thinks is his long-overdue reward.

A couple of other things about Dracula nobody ever talks about is the fact he can shapeshift into a wolf as well as a bat, he actually can walk around in sunlight, and the "no reflection in a mirror" thing is often paired with the lesser-known fact that he has no shadow.

Yeah, I think it's safe to say Hollywood really twisted this character to his limits.

Yeah, I know. Shapeshifting into a wolf and a bat is just the tip of the iceberg. He can change into the appearance of different people as well. Yes, he also has no shadow. Because he is an apparition. Oddly enough this is because he is more powerful than other Strigoy.
