Admins monitering Likes and Dislikes on both comments and stories

Anyway, a friend I have on here The Sinestro Joker, formerly known as Joker the Hedgehog, is getting MASSIVE, and I do mean massive, amounts of negative feedback from a couple of people on here. He can't be the only one so I'm offering an option other than his which involves taking down the like/dislike buttons on comments. The alternative is this, if the admins notice that an author or account owner has suddenly started to massively dislike every comment they come across then they are suspended for one day, which if they continue after the suspension is over will be bumped up to two day, then three and so on until the account is givin one week suspension which bumps up to two weeks to three weeks to four, then 2 months and so one. If said guilty party continues after full year suspension is given to that account, not total it must be a full year suspension given all at once, then the account is deleted. I know it seems harsh but it's more Like a time out if you think about it. The more a child misbehaves the longer they sit in timeout until the parent cannot stand the bad behavior and the child is grounded.
