Equestria lacks a true natural water cycle.
The sheer fact that the weather there is manufactured, the water vapor has to harvested via tornado and that winter needs to be removed with help from the ponies means that the sun there either doesn't or can't produce enough light and heat to melt/vaporize water.
Oh sure that just means that the ponies have to work together because otherwise they would die horrible deaths by starvation or dehydration!
We should be glad we live on earth with a proper water cycle and good strong sun, because other wise we would be forced to die horrible deaths due to our lack of true weather control.
We're lucky. Our world is self-sufficient, but it does have flaws. Twisters, hurricanes, thunderstorms and ice ages have dotted the entire history of our home. They were all with a purpose, the planet knows what has to be done to achieve balance.
The ponies need to exert complete control over the weather mirrors our desire to control our environment. but where as we can build specialized machines to heat our homes in the winter and cool them down in the summer, the ponies have to use their magic to control everything from the cloud cover to the temperature so they can live a comfortable life. This means that they are always one bad weather making decision away from disaster.
