This little Dalek has changed it's name to match a new world he's come up with.
Here's a little history: In the Alternate Universe from Doctor Who episode Age Of Steel and Doomsday, Luna and Davros have saved the Kaleds from extinction by the Thalls and created the Daleks. Soon after Davro's passing the great nation of Skaro was crumbling so in the early years of Equestria Luna took in her creations. The Daleks were pleased to be servants to the ponies. Meanwhile Luna began to notice that ponies praised the sun, but shunned the moon. Her anger consumed her and she became Nightmare Moon. With her DNA the same as Luna's the Daleks served her every whim. She thought them that they were the superior beings and removed all emotions but hate. Soon they went to war with Equestria and Gallifrey. The Daleks lead by Nightmare Moon waged war against the Sun and Time. The winner was Equestria, as she and the Time Lord known as the Doctor destroyed Skaro and the Daleks, as well as Gallifrey and the Time Lords. Know only a small group of Daleks remain, 15 in total lead by a Supreme and a Time-Controller.

Now in the case of these Daleks, since Nightmare Moon was created out of hatred it makes sense that she'd remove all emotions but hatred. Nightmare probably inserted that belief that hatred was beautiful, and since Nightmare is essentially like the Daleks, hatred incarnate, it would make sense that the Daleks would call her beautiful for her hatred alone and not in her beauty.*
