I was wondering about this for a while. Is it possible to have a character grow without them becoming boring?

For example, with Fluttershy, she learned multiple times to be more assertive, but it seems like it doesn't stick. And because of this, most fans complain that she hasn't really grown throughout the show. But if she did learn from those episodes and just stopped being shy, that would take away a big part of her character and jokes revolving around that trait.
