I think not.

Before Empire ever came out, we had another game known as Imperial Glory.
You may not conquer cities like in Total War, but I feel that it was this game that inspired Sega to help make both Empire and Napoleon.

While the game doesn't look like much in battle, it had naval battles before Total War ever did.
