I give your avatar 6 "8 outta 8 m9's" outta 8. For an MLG Lord your avatar looks surprisingly subtle, with a classy fedora and easy on the eyes cutie mark and sunglasses. The bright blue coat actually goes pretty well with the mechanical wings and shiny rear hooves. For an OC with mechanical appendages, he looks pretty dignified.

All I think it needs is the sky to be colored around the clouds and a picture of the sketch without any shadows on it. Otherwise I think you have a very solid avatar!
