So I've been thinking, isn't it a little strange how Twister disappears so much? Discord says that he is helping more than Luna and the wonderbolts think. Twister also bothers Luna a lot, sort of like Discord. Of course, this doesn't explain why Twister is scared of Silver, so I'd say that this theory has a 25% chance of being correct.
I've been thinking this sense his 'dream' sequence with Dash (the one when he was a ship captain)
