No, it won't work. Also, it's cruel and ineffective, because spanking and other physical punishments never really form anything good in child's head. It's just the form of torture - bring pain to force child do what you want. And make children hate you, make them stop trusting you, make them lie to prevent pain, make them keep everything in their life secret from you... I think such a company will be dealt with, quick and hard, in the court of law. Or, if court is too slow - torches and pitchforks will do the thing.
