Yeah, I find this Weiss being a general, forming an army of stereotypical robot overlords, out of character. Weiss was an abused child who performed a strong relationship with Winter, and has an abusive father, which is why she's so crabby, a little rude, impatient, and doesn't get along with lower-class people in volume 1 because she didn't want her father furious and plus she was raised at a rich family that owned the Schnee Dust Company.

7640679 This is an alternate universe remember? I think Weiss was imitating her older sister and that eventually led to that conclusion. Now, if they're going to show off more AU's we'll probably see one where Yang was raised by Raven in the Branwen Tribe, Blake still in the White Fang, and Ruby raised by Taiyang and Qrow.
