I'd like to ask anyone out there, the following.
First:
If you throw an armed rocket onto a hard surface, can it explode?
Second (I already know the answer to it, but I just want to be clear.):
If a company hires mercenaries, does that mean forming a private army?
Finally:
And even if that is the case, do they have any limits as to what they can buy?

1. If armed it would have to be a hard surface, like comparing a filled water balloon popping due to landing.
2. Depends on A lot of things, what they are used for, what country, can they be rented or sold.
3.depends if they know loopholes or know the right people, or just get black market.
