I think he really is gone for good. If anything, what happened in the credits was only for comedic effect.

I do hope that Hasbro uses the Storm King again someday. Whether it’s through a sequel, prequel, or even a midquel.
He and Grubber really didn’t get enough development in character. It feels like King Sombra all over again.
