Too lazy to recall name, but did the owner of the shop that Rarity was renting bother nobody else?
First off, if you're in the equestrian equivalent of manhattan, why the hell is there a club on fifth avenue? Better, why are there only four ponies in the club, not counting the bouncer, even better, why is dj pon3 hosting a club with only three clubbies?
Oh. Why the hell are there raccoons camping out inside a building on fifth avenue? No building in an area that over the top would be abandoned long enough for dust to settle on the floor, much less racoons to set up a residence and all the other crap.
Oh... Back to the point.
1 contracts betwen the renter and the owner prevent the owner from raising the rent until the contract is expired, and even then there's usually a spot for a contract extension/ renewal/ et cetera at the same rate.
2.
No owner of a building on a street that prestigious with a renter as fabulous and over the top and wildly popular as Rarity is going to risk the kind of momey they'd make off rent.

That guy's obviously got some other businesses, stuff his daughter somewhere that wouldn't hurt a business that pays him good money monthly, especially one in such a competitive area where it's hard enough to manage.
4. Threatening Rarity with what is in effect eviction for not hiring someone as an employee should be illegal in a first world, fairly managed country like equestria. not to mention the above economic reasonings.
And it's just stupid on the common sense level.
Oh, it's also not ethical.
