I'm going to be honest here...

Longer-term followers of this series will certainly have noticed by now that my posting frequency has significantly declined (especially over the last year or so) as compared to before. I want to make it clear that this is not because I have lost interest in continuing the Canterlot Chronicles series.

Character Profiles - Significant Minors · 8:49pm May 9th, 2016

Royal Guard Members - All of the following serve in some function in the E.U.P. Guard. Many are Ponyville residents and frequently appear in the background of canon episodes.

Lieutenant Biro - Former night shift secretary to Lieutenant Captain Shining Armor. When Lieutenant Quill, one of the Agents of Chaos, killed himself, Lieutenant Biro was named as acting replacement secretary for Captain of the Guard Gibraltar. Later we see him still acting in this capacity for the Captain of the Guard, implying he got the job permanently. (Cadance onward)
Biro was assigned to be the prosecution secretary during the board of inquiry following an anti-pegasus riot, but did not fulfill that function due to the "prosecutor" - a maverick Lieutenant Troilus - abdicating his duties. (Phoenix Down)

Lieutenant Steelwing - Grey pegasus stallion, serves afternoon shift at Canterlot in the Royal Guard. He had served under then-Lieutenant Shining Armor earlier in his career, and was commissioned to fill the spot Shining Armor had vacated after being promoted to Lieutenant Captain. This, among other reasons, lead to his selection to take part in "Operation Shield". During the operation, he helped Rainbow Dash thwart an attack of the Agents of Chaos. Also, when returning to Canterlot, he witnessed Shining Armor's first successful covering of Canterlot with a shielding bubble. (Operation Shield)
Lieutenant Steelwing's squad discovered an unconscious Lilly Withers and a dead (but unidentifiable) Posey on the side of the Canterlot mountain, apparently dumped there intentionally by the Agents of Chaos. This discovery allowed the transport of Lilly to a hospital and her reunion with her colt before her death. (Pocketful of Posies)
Steelwing returned to Ponyville temporarily leading the relief party that assisted in recovery following the parasprite infestation. He also lead one of the "catch squads" that arrested several Agents of Chaos during the raid on EIA headquarters. (The Parasprite Project, High Fashion High Noon)
Lieutenant Steelwing and his squad escorted the Element Bearers to Princess Celestia after the former had arrived in Canterlot in response to Discord's release from prison. After the Element Bearers had arrived, Steelwing attempted to help Acting Captain Shining Armor assist in finding the Elements of Harmony in the castle's hedge maze, then after the failure of that effort was left with Princess Luna to prevent further outbursts on her part. (The Day of Discord)

Lieutenant Troilus - This officer, then unnamed, was assigned by Captain of the Guard Gibraltar to the ill-fated Summer Sun Celebration in Ponyville after Twilight Sparkle's preparations had been completed, with four pegasi to pull Celestia's chariot under his command. After "Nightmare Moon" returned and roughed up the pegasi under his command, the Lieutenant could do nothing more than wait in Ponyville as Twilight Sparkle lead five other fillies into the Everfree Forest to battle "Nightmare Moon". Shortly before the triumphal return of the fillies with both Princess Celestia and the restored Princess Luna, he had a tense confrontation with a frustrated Mayor Mare.
Upon hearing word from one of his command of contact with Princess Celestia and her orders as a result of the contact, he rendezvoused with the returning party just outside the Everfree Forest and was personally debriefed on what had happened by Celestia. Celestia then ordered him to send the news of the triumph of friendship ahead to Canterlot so that there was time to prepare for Luna's arrival there as her new home. (Friendship is Magic, The Long Road Home)
Another significant fact about Troilus was that one of the pegasi under his command was Stratocumulus, then a Guard Upper Class. When Stratocumulus was promoted to Lieutenant, he was also transferred from this stallion's command to a separate command in the night shift. (Cadance)
Troilus was first named in In Praise of Twilight, where he was Captain Gibraltar's recommendation to replace the forcibly-demoted Ventas in the morning shift. Because of his connections to Luna's return (getting him into trouble briefly as well as causing him to be put in reserve for some time as well) in addition to Aten's general antipathy to unicorns, Aten resisted this recommendation and only agreed to it after the Captain forced the issue by vetoing Aten's own choice, adding to Aten's resentment of the current order.
Troilus next appears in Consequences, having been previously sent by Princess Celestia as head of an expedition to find the rebels that escaped Canterlot after the failure of Operation Whirlwind. He found the locations of the rebels but forged his official report to tell otherwise, only revealing the truth in a secret appointment with Prince Blueblood, apparently to get his support for an otherwise unsanctioned "witch hunt" against pegasi as a result. Currently, the true motives and schemes of Troilus are unknown.
After Operation Whirlwind, Lieutenant Troilus was left as the seniormost Lieutenant of the morning shift. This apparently gave him license to "act out" and begin to attack his pegasi comrades, as well as secretly indulge in subversive schemes. The first of these schemes was an attempt to hold hostage the "Cutie Mark Crusaders", which failed and ultimately got him thrown into bathroom detail indefinitely as a result. It was also mentioned that Aten as the head of the Agents of Chaos had hurt or killed many of Troilus' friends and former subordinates, hence the resentful hatred of pegasi Troilus exhibits. (The Crusaders)
During his time in bathroom detail, he intercepted a report intended for Captain Gibraltar originally sent by Lieutenant Meadow Song, showing that he had planted the false intelligence lead Meadow Song and his squad followed about where the former Agents of Chaos rebel force was located and confirming that this lead had been exposed as false, forcing him to change whatever "plans" for the personal expedition he previously had in place. (Mission to Appleloosa)
By the time of Phoenix Down, he and members of his Guard squad had gone completely maverick, adopting tactics similar to the Agents of Chaos to persecute pegasi and collaborating with other ambitious figures toward that end.
During the night of the Grand Galloping Gala, with main loyalist Guard attention focused elsewhere, he was able to gather a rag-tag army just outside the southwest of the city of Canterlot. This army, including Troilus' two main co-conspirators, began marching against the rebellion as soon as it was joined by the humiliated Prince Blueblood, who realized he had been tricked by the Lieutenant too late to escape the situation. During the attack on "Fort Beta", Troilus apparently disappeared unaccounted for, leaving the army without its leadership and exposing the members to slaughter. (A Just Cause)
Finally, it was revealed that Lieutenant Troilus had been "replaced" by the Changeling Agent X after being captured (and presumably killed) by the Agent of Chaos rebels when sent to hunt for them as stated in Consequences, explaining the change of behavior and Hornpoint conspiracy. (A Just Cause)

Guard Upper Class Gaffer - Unicorn stallion with a distinctive "painted" coat. He was an old friend of Shining Armor at Canterlot Academy and later followed him into the E.U.P. Guard. Eventually, he was assigned to the Canterlot afternoon shift as a Guard Upper Class, allowing him to reconnect with Shining Armor. He later apparently donated some Neightendo Pony Entertainment System cartridges to Princess Luna's collection, and also was a founding member of the Royal Guard Oubliettes and Ogres club. (IDW Comics #11-#12, Buck Nothing, Operation Shield)
Later, Gaffer is seen as part of the Oubliettes and Ogres group founded by Shining Armor in In Praise of Twilight. The LARP group he was a part of was attacked by "Mr. Hoofer", apparently in direct retribution for the thwarting of the previous attack. (High Fashion High Noon)
The similarity of Sunburst to this stallion was noted by Lieutenant Aldebaran when Aldebaran and Sunburst encountered each other for the first time. Gaffer himself was part of the counterattack force chasing the main rebel group and played a part in liberating the Wonderbolt prisoners of the rebels. After this, he joined the liberated Wonderbolts in traveling to the castle, hearing Princess Celestia's warning about the consequences of the failed rebellion. (Rainboom Revolution)
He briefly appears as part of the Canterlot Oubliettes and Ogres group in The Crusaders and Phoenix Down. Later, Gaffer was selected to serve as part of Operation Just Cause, commanded by Shining Armor, as part of Lieutenant Vanguard's squad. (A Just Cause)

Guard Upper Class 8-Bit - Pegasus stallion.
Later, 8-Bit himself is seen as part of the Oubliettes and Ogres group founded by Shining Armor in In Praise of Twilight. The LARP group he was a part of was attacked by "Mr. Hoofer", apparently in direct retribution for the thwarting of the previous attack. (High Fashion High Noon)

Later, 8-Bit was selected to serve as part of Operation Just Cause, commanded by Shining Armor, as part of Lieutenant Vanguard's squad. (A Just Cause)

Guard Upper Class Lucky Clover - Earth pony stallion who lives together with Caramel next door to Rarity. He participated in "Operation Shield" and "Operation Integration" under Lieutenant Crispin's command. (The Best Night Ever, Operation Shield, Zecora)
He's also mentioned in Circle of the Moon in conversation between Caramel and Rarity, Caramel commenting he was pulling extra shifts in hopes of getting a promotion to Upper Class.
This stallion also participated in the assault on Fort Chaos during the night "Operation Whirlwind" was executed, responding to the previous attack by the two Agents of Chaos hiding there on Ponyville. (Rainboom Revolution)
After Operation Whirlwind, he witnessed his comrade Meadow Song be commissioned as a Lieutenant, Lucky Clover falling under his command as Meadow Song had been designated as Crispin's successor. This also caused Lucky Clover to be promoted to Guard Upper Class, to fill the vacancy Meadow Song left behind. (Consequences)
Lucky Clover was a member of the Ponyville Royal Guard contingent ordered to "shadow" the Element Bearers travelling to Appleloosa, participating in both the defense of the town against buffalo attack and then implementing the peace treaty between the Appleloosan settlers and buffalo tribe. (Over a Barrel, Mission to Appleloosa)
His "off-duty" carriage puller role in The Best Night Ever is briefly shown in A Just Cause.
Mentioned by Rarity in Zero Point, due to him living next door to her.

Guard Upper Class Noteworthy - Earth pony stallion who lives in Ponyville. He was recruited into the Royal Guard after befriending Meadow Song - as both have talents related to music, they once intended to form a band together. Noteworthy participated in "Operation Shield" and "Operation Integration" under Lieutenant Crispin's command. (Operation Shield, Zecora)
This stallion also participated in the assault on Fort Chaos during the night "Operation Whirlwind" was executed, responding to the previous attack by the two Agents of Chaos hiding there on Ponyville. (Rainboom Revolution)
After Operation Whirlwind, he witnessed his friend Meadow Song be commissioned as a Lieutenant, Noteworthy falling under his command as Meadow Song had been designated as Crispin's successor. (Consequences)

(Over a Barrel, Mission to Appleloosa)

Guard Upper Class Flash Sentry - Pegasus stallion and afternoon shift Royal Guard member at Canterlot Castle. Although most well known for his parallel world counterpart being instrumental to the defeat of Sunset Shimmer's scheming against Twilight Sparkle (Equestria Girls), the pony Flash Sentry actually first came to prominence during the attack of "Operation Whirlwind". During this rebel attack, Flash imitated the recent achievement of Rainbow Dash in his own lightning bolt style version of the sonic rainboom. Putting together a "scratch" force of castle staff and concern civilians despite his then-Lower Class ranking, he lead a counterattack against the rebels with the electrical shockwave, killing Agent Animosity and a number of other rebels as well as stopping the rebel attack cold. After the main rebel force retreated, Flash was brought to Captain of the Guard Gibraltar, who in turn "field promoted" Flash to Guard Upper Class and had him join the effort to warn Princess Celestia about the rebel attacks. He also participated in stopping Agent Snake inside the castle's throne room. (Rainboom Revolution)
Mentioned as a target of Lieutenant Troilus' anti-pegasus conspiracy in Phoenix Down. Later, he became a part of Operation Just Cause, assigned to Lieutenant Vigil's squad under the command of Lieutenant Captain Shining Armor. He was one of the two survivors of the ambush that killed Vigil and most of his squadmates, spending most of the rest of the operation recovering from his injuries and then assisting his comrade Excelsior. (A Just Cause)
Flash Sentry was seen in Zero Point attempting, and failing, to warn the Wonderbolt Captain Spitfire to warn of a conspiracy against the Wonderbolts and Royal Guard started by what was later revealed to be Changeling infiltrators.

The Thestrals - Official name for the bat-pony members of the E.U.P. Guard, particularly those stationed in Canterlot. This developed from the squadrons that once served Princess Luna directly, and during her thousand-year exile formed a quasi-cult on Celestia's behalf that kept records of Luna's past intact but necessarily secret. Lieutenant Vesper was the last leader of this "cult", and after Luna's return the squads that had served Luna directly were recreated under him. (The Luna Shift onward)
The only currently identified member of the Thestrals is Arcturus, distinguishable by his unusually bright orange eyes. Although ranked as a Guard Upper Class, Arcturus nevertheless appears to be Lieutenant Vesper's second. (Broken Fences onward)
The Thestrals were heavily targeted by Changeling infiltrators, both because of their unusual place in Equestrian society and the latent mistrust between them and the wider population made them easy manipulation targets. (The Day of Discord onward)

==============================

Celebrities (VIP) - These ponies are considered celebrities in society for a number of different reasons. For the other members of the Wonderbolts besides Captain Spitfire, see the Minor Allies and Neutrals entry.

Fancy Pants - Unicorn stallion, regarded as the most important non-royal in Canterlot. He originally was from Trottingham, the colt of Braytish lords and carrying the title of "5th Duke of Shearwood", and later moved to Equestria. He was a witness of the botched presentation ceremony for Princess Luna and later visited her in the hospital. While visiting the unconscious Luna in the hospital, he discussed with Lieutenant Captain Shining Armor how the two of them met, with Fancy Pants as a fresh immigrant to Equestria and Oxford graduate looking for a purpose in his new home. (Sweet and Elite, The Luna Shift)
He and Luna actually first met properly at a chess club he lead, where he attempted to teach Luna about how chess had changed while she was gone. Unfortunately, the first meeting was ruined by an attack of the Agents of Chaos. (Games We Play)
Fancy Pants was present at the Lifetime Achievement Award dinner for Terry Broadshank and the first in the audience (after Terry himself, who was on the stage) to applaud Buck Wither's public stand against the Agents of Chaos. (Buck Nothing)
Mentioned in High Fashion High Noon as being unable to meet Rarity at Hoity Toity's gallery due to a scheduling conflict.
Fancy Pants was the target of an assassination attempt during Operation Whirlwind, targeted by the rebel squad of Agent Greed and helped by a unicorn that had been singled out as an Agent of Chaos by Fancy Pants. This unicorn allowed Greed's squad to break into the Canterlot townhouse Fancy Pants was staying at and kill his household staff, but Fancy Pants himself was saved by Fleur Dis Lee, who killed Agent Greed in single combat.
Fancy Pants was one of the celebrities present at the abortive board of inquiry for Lieutenant Captain Shining Armor. (Phoenix Down)

Fleur Dis Lee - Unicorn mare with a striking resemblance to a younger Princess Celestia (sans wings, of course). She is Fancy Pants' "escort" (their exact relationship isn't clear) and was a witness of the botched presentation ceremony for Princess Luna. Later she joined Fancy Pants visiting Luna in the hospital. (Sweet and Elite, The Luna Shift)
She was present during Princess Luna's first meeting with Fancy Pants and helped stop the subsequent attack. It was revealed she was a "plainclothes" member of the Royal Guard, holding a warrant of operation and sometimes body-doubling for Celestia. (Games We Play)
Fleur Dis Lee was present at the Lifetime Achievement Award dinner for Terry Broadshank and quickly followed Fancy Pants' lead in applauding Buck Wither's public stand against the Agents of Chaos. (Buck Nothing)
Lilly Withers at the height of her public popularity was compared to Fleur Dis Lee in terms of both notability and beauty. (Pocketful of Posies)
Fleur had a small but notable part in preventing the success of Operation Whirlwind in Rainboom Revolution, preventing Fancy Pants from being assassinated by the rebels and personally killing one of the rebel squad leaders.

Prince Blueblood - Despite the royal title, he is only the pretender to the old unicorn kingship that predated the founding of Equestria. Rarity was once smitten with him and hoped to meet him at the Grand Galloping Gala. (The Ticket Master, High Fashion High Noon)
It is explained in Circle of the Moon that he has been protecting refugees from the events of Excelsior in Griffonstone on behalf of Princess Celestia, hence his absence from Canterlot before the Grand Galloping Gala. He was still in Griffonstone by the time "Operation Whirlwind" was executed, forcing Agent Deceit (who had originally intended to target him) to switch to a secondary target. (Rainboom Revolution)
His first actual appearance was in Consequences, where he was convinced to secretly support a pet project "witch hunt" of the pegasi rebels by Lieutenant Troilus. He mentioned during this meeting the success of his previous mission and how he hated being one of Celestia's "troubleshooters", hence his willingness to go along with the plan by Troilus.
The Crusaders further elaborates on his figurehead status, with Troilus really in charge of the anti-pegasus campaign. It is also here that Blueblood learns about Rarity being smitten with him, a fact that Troilus would use to set him up for future humiliation and forcing him to remain in the campaign despite his own personal doubts. (The Ticket Master, The Best Night Ever)
Phoenix Down shows him again as a figurehead of the anti-pegasus campaign.
After his humiliation at the Grand Galloping Gala by Rarity, Prince Blueblood went missing, secretly traveling to Canterlot's southwestern gate to join Lieutenant Troilus' anti-pegasus march. It was only after the Gala did Blueblood realize Troilus had tricked him, but by that point he had no choice but to continue on the path he had already chosen. During the attack on "Fort Beta", he was captured by Agents of Chaos forces. (Best Night Ever, A Just Cause)
After he was captured, he was taken with the other prisoners in rebel custody to "Fort Alpha", the rebels intending to hold him for ransom. Eventually, he was rescued by the Operation Just Cause forces lead by Lieutenant Captain Shining Armor, after "Fort Alpha" fell to their attack. During the rescue, Shining Armor ripped into Blueblood's previous conduct. He was lead back to Canterlot in humiliation, whereupon Princess Celestia revoked her recognition of his pretender title and challenged him to be a better stallion than he had previously shown himself to be. (A Just Cause)

Mr. Filthy Rich - Very wealthy businesspony and founder of mega-business Rich's Barnyard Bargains. Grandfoal of a successful businesspony partner of the Apple clan, he has continued the good working relationship with the Apples in his business despite (or perhaps because of) his daughter's loathing for young clan member Apple Bloom (which would not be overcome for some time). (Family Appreciation Day, Crusaders of the Lost Mark, Zecora)
Mr. Rich and his family were attacked by Agent of Chaos Deceit during "Operation Whirlwind", but were saved from harm by the protection of Lieutenant Vesper and his Thestrals as well as the griffon Excelsior. (Rainboom Revolution)
Mr. Rich and his family were attacked again in their Canterlot "townhouse" by Discord during his "rampage" across the city, leading to revelations of several problems within the family. (The Day of Discord)
In Zero Point, Mr. Rich's wife reluctantly persuaded him to join a unicorn-earth pony alliance lead by the lawyer "Mr. Mule" demanding "compensation" for damages inflicted by Discord after he was released.

The Wonderbolts - Squad of pegasi mares and stallions who perform aerial acrobatics and demonstrations all over Equestria. Rainbow Dash dreamed of joining them for a long time and eventually enrolled in their Academy. Currently lead by Spitfire, who holds the title of Wonderbolt Captain, with Soarin' as her second-in-command. They were a witness to the botched presentation of Princess Luna. (Friendship is Magic, Hurricane Fluttershy, Wonderbolts Academy, The Luna Shift)
The Wonderbolts at the time of "Operation Shield" were divided into two roughly equal factions based on how much they sympathized with Lieutenant Captain Aten's cause. The faction lead by Captain Spitfire was officially neutral but increasingly leaned against him, while the faction lead by Misty Fly was secretly sympathetic to his cause. Misty Fly and the faction she lead eventually secretly joined the Agents of Chaos, the purpose to tear the Wonderbolts apart from within. (Operation Shield)
The Wonderbolts were badly affected by "Operation Whirlwind", losing their Canterlot HQ and having many of their members beaten up, although the bravery of Fleetfoot and her pro-Spitfire faction prevented any Wonderbolts from losing their lives in the attack. The membership took refuge in Canterlot General Hospital as they recovered from their injuries, and learned there that they had been "cast out" of the Royal Guard command structure. (Rainboom Revolution, Consequences)
The previous compromise and damage of the Wonderbolts was mentioned in Mission to Appleloosa, cited by Lieutenant Meadow Song to his squad in order to drive out any doubt about the defense of Appleloosa against a coming buffalo attack.
The Wonderbolts were attacked again in Phoenix Down, the anti-pegasus campaign lead by Guard Lieutenant Troilus ruining their attempt at a comeback just before the Grand Galloping Gala and leaving the future of the organization in serious doubt.
The Wonderbolts attended the Grand Galloping Gala, only managing to briefly meet Rainbow Dash again, and helped their fellow guests make an orderly exit from the event after it was crashed, helping to redeem the reputation of the entire organization. (Best Night Ever, A Just Cause)
Individual Wonderbolt entries:
*Fleetfoot Member of Spitfire's faction and potential candidate for replacing Misty Fly in the number three position. She was directly involved in the failed assassination attempt on Spitfire. (Operation Shield, The Parasprite Project, High Fashion High Noon)
She lead the counterattack against Agent Treachery's raid during "Operation Whirlwind", saving the lives of the Wonderbolts in the process, although the raid still partly succeeded in that the Canterlot HQ was destroyed in an explosion. (Rainboom Revolution)
After Operation Whirlwind, Fleetfoot's loyalty to Spitfire was rewarded by Fleetfoot being appointed leader of the new Senior Wonderbolt Squad, effectively becoming the dominant partner sharing the former Second Lead Wingpony position and the true number three in the Wonderbolt organization. She also served as Acting Captain during the times Soarin' was tending Spitfire in the hospital. (Phoenix Down)
*Surprise Member of Spitfire's faction and potential candidate for replacing Misty Fly in the number three position. (Operation Shield, The Parasprite Project)
She was second-in-command of Fleetfoot's resistance of Agent Treachery's attack in Rainboom Revolution, and unsuccessfully attempted to stop the building being blown up. During this, she implied a relation to Pinkie Pie due to her apparent abilities.
After Operation Whirlwind, Surprise was appointed the second of the Senior Wonderbolt Squad and true number four in the Wonderbolt organization. (Phoenix Down)
*Blaze Member of Spitfire's faction. She witnessed Shining Armor's first covering of Canterlot in a forcefield bubble alongside Spitfire and Soarin'. (Operation Shield, The Parasprite Project)
When the Wonderbolts were reorganized following Operation Whirlwind, Blaze became a member of the Senior Wonderbolt Squad. (Phoenix Down)
*Rapidfire Member of Spitfire's faction. (Operation Shield, The Parasprite Project)
When the Wonderbolts were reorganized following Operation Whirlwind, Rapidfire became a member of the Senior Wonderbolt Squad. (Phoenix Down)

==================================

Agents of Chaos - These are significant minor members of the Agents of Chaos, usually immediate servants of Agent Snake.

Agent 2 - Unicorn stallion, civilian identity Lieutenant Quill. Although he only appears briefly, it is believed his position as the secretary of the Captain of the Guard allowed the extensive infiltration of the Agents of Chaos within the Canterlot Guard by concealing their operations. (Cadance, Games We Play, The Crusaders)
When "Operation Love Lost" began to fail, he detonated an explosive device in the Weather Ministry offices, killing both himself and Weather Minister Thunderdash, to protect his fellow Agents and prevent any incriminating evidence from surfacing. (Cadance)
His cut-off horn was somehow recovered from the ruins of the Weather Ministry offices and later discovered mounted on a labeled rock bust in Snake's "trophy gallery" during Captain Gibraltar's survey of the defeated Agents of Chaos secret HQ. Presumably, it was recovered after this point. (Consequences)

Agent WD Civilian identity Lightning Streak, member of Misty Fly's faction in the Wonderbolts and Lightning Dust's father. In addition to participating in the actions of Operation Shield with the other faction members, he was named by Agent Snake in Zecora as the Lead Wingpony of the breakaway "Blue Thunder" group, possibly as part of an attempt to convince Lightning Dust to join the Agents of Chaos. Because of his position, he also was briefed on "the Parasprite Project" and may have assisted in its execution. (The Parasprite Project)
He was one of the Agents attending the meeting following the first attack of "Mr. Hoofer", informed of Agent X's "plumbing job" to plug intelligence leaks. (High Fashion High Noon)
This Agent, along with all the other members of his faction, were betrayed by Agent Snake during "Operation Whirlwind". When Lightning Streak and his squad attempted to stop a mob of disaffected rejects lead by Agent Treachery from attacking the Wonderbolt's Canterlot HQ, the mob ambushed and beat up Lightning Streak and his squad before attacking the HQ building itself. (Rainboom Revolution)
After Operation Whirlwind, Lightning Streak was effectively stripped of his Agent of Chaos positioning and made second of the new Junior Wonderbolt Squad. This was partly done in punishment for the previous treachery against Spitfire. (Phoenix Down)

*Wave Chill, Fire Streak, High Winds and Silver Lining All members of Misty Fly's Wonderbolt faction, either because they sympathize with Aten's cause or are dissatisfied with Spitfire's leadership. They executed the smear campaign against Captain Spitfire on Misty Fly's orders, the pretense being that Spitfire was dishonoring herself by allying with Shining Armor. Upon that campaign's success, they were recruited into the Agents of Chaos, given designations between "WB" and "WF". Finally, they assisted Misty Fly in trying - and failing - to break Shining Armor's forcefield over Canterlot. (Operation Shield
They were possibly involved in "The Parasprite Project" and gave warning after the assassination attempt on Spitfire that followed it. (The Parasprite Project, High Fashion High Noon)
The members of this faction were betrayed by Agent Snake during "Operation Whirlwind". When this squad attempted to stop a mob of disaffected rejects lead by Agent Treachery from attacking the Wonderbolt's Canterlot HQ, the mob ambushed and beat up the squad before attacking the HQ building itself. (Rainboom Revolution)
After Operation Whirlwind, all these ponies were effectively stripped of Agent of Chaos positioning and made members of the new Junior Wonderbolt Squad. This was partly done in punishment for the previous treachery against Spitfire. (Phoenix Down)

Agent 4/Animosity - Significant member of the Agent of Chaos with the civilian identity of Lieutenant Amarna, Lieutenant Captain Aten's secretary. (Operation Shield onward) During "Operation Whirlwind", Animosity lead the main rebel attack against the unicorn-filled officer barracks and was opposed by several notable figures, including Princess Luna and Lieutenant Captain Shining Armor. He, along with a significant number of fellow rebel attackers, was killed after being hit almost point blank by a rainboom-style blast of electrical energy, and his previous second assumed the Animosity identity as the rebel attack force retreated. This second Agent Animosity later assisted the "great escape" of the rebel forces out of Canterlot. (Rainboom Revolution)
The second Animosity was one of the Agents present at the "last stand" of the Agents of Chaos at "Fort Alpha", and was fatally burned by participating in the "Flaming V" defensive counterattack against the Operation Just Cause assault force. (A Just Cause)

Agent 6/Treachery - Pegasus stallion, civilian identity Lieutenant Tempest. He was seen in In Praise of Twilight and High Fashion High Noon as an Agent of Chaos and in Operation Shield as a civilian.
As seen in Rainboom Revolution, during "Operation Whirlwind" he lead a squad of pegasi that were rejected from Wonderbolts Academy to attack the Wonderbolt HQ in Canterlot. This squad betrayed and beat up the anti-Spitfire faction of Wonderbolts lead by Lightning Dust, then attacked the building itself, dueling with the remaining Wonderbolts inside in the process. Although Treachery and his squad succeeded in destroying the HQ building, no Wonderbolts lost their lives and several rebels, including Treachery and his second, were killed in the process.

Agent 7/Greed - Pegasus stallion, civilian identity unnamed but seen in Operation Shield as one of Aten's Lieutenant-ranked "lackeys". This Agent was renamed to "Greed" by Agent Snake as a prelude to Operation Whirlwind. He was one of the Agents attending the meeting following the first attack of "Mr. Hoofer", informed of Agent X's "plumbing job" to plug intelligence leaks. (In Praise of Twilight, High Fashion High Noon)
In Rainboom Revolution, after Operation Whirlwind was executed, Greed lead a group of rebels in an attempt to assassinate Fancypants and destroy his household. Agent Greed was killed in battle by Fleur Dis Lee, saving Fancypants' life, but the rebels succeeded under the temporary unicorn second in killing the household staff of Fancypants. After this, the regular pegasus second lead most of the rebel group away safely and back to the rebel stronghold. Once at the rebel stronghold, the pegasus second was promoted into the vacancy of his superior by Agent Cruelty. This second Agent Greed later assisted the "great escape" of the rebel forces out of Canterlot.
The second Greed was one of the Agents present at the "last stand" of the Agents of Chaos at "Fort Alpha", and was fatally burned by participating in the "Flaming V" defensive counterattack against the Operation Just Cause assault force. (A Just Cause)

Agent 9/Deceit - Pegasus stallion, civilian identity unnamed but seen in Operation Shield as one of Aten's Lieutenant-ranked "lackeys". This Agent was renamed to "Deceit" by Agent Snake as a prelude to Operation Whirlwind. He was one of the Agents attending the meeting following the first attack of "Mr. Hoofer", informed of Agent X's "plumbing job" to plug intelligence leaks. (In Praise of Twilight, High Fashion High Noon)
During "Operation Whirlwind", Agent Deceit attacked his secondary target of the Rich family at the Alicorn's Star hotel after his primary target - Prince Blueblood - was found to be out of reach. In this battle, he was knocked out and captured, although his second escaped with some of the force and much money seized from the hotel. This second was promoted into his superior's position once he arrived at the rebel stronghold. This second Agent Deceit later assisted the "great escape" of the rebel forces out of Canterlot. (Rainboom Revolution)
The second Agent Deceit was involved in the resistance southwest of Canterlot, and ended up being the only rebel survivor of the Hornpoint attack on "Fort Beta". Knocked unconscious during the attack and abandoned by his fellow rebels, he was rescued and revealed vital information to the forces of Operation Just Cause when they later occupied Fort Beta. Among the facts revealed was the second Agent Deceit being the father of Cozy Glow, which he nicknamed "Glowworm". Later, he was sent to Canterlot to receive medical care for his injuries, but was betrayed and "replaced" (killed with a Changeling assuming his identity) by the Changeling allies of the rebels. (A Just Cause)
The Changeling drone that assumed the second Agent Deceit's identity somehow managed to escape Canterlot's prison in the confusion following Discord's attack on it, then made his way to the agent's house where Cozy Glow and her mother were living at the time. The disguised drone kills Cozy Glow's mother (without the filly knowing what had happened), then takes the filly with him in an attempt to escape Canterlot. (The Day of Discord)
The disguised drone and his partner (who assumed the identity of the agent's brother Kriegspiel) successfully made it to Cloudsdale to take temporary refuge from the authorities hunting them. Once there, he had the duped Cozy Glow help him and his partner begin to build a new movement of discontent pegasi both to weaken Equestrian authority and provide the drones with a "food source". (Zero Point)

Agent 10/Cruelty - Pegasus stallion, civilian identity Lieutenant Supercell. This Agent appeared in In Praise of Twilight and High Fashion High Noon under his codename and Operation Shield in his civilian identity.
During Rainboom Revolution, he was tasked with cutting communication lines and capturing hostages in prelude to the arrival of the main rebel force. He succeeded in this task, clearing the way for the main rebel attack. During this main rebel attack, he had an important secondary role and after the sudden death of Agent Animosity assumed command of the retreating rebels. Once at the rebel stronghold, he attempted to reorganize the rebel forces and ultimately sacrificed himself to repulse a loyalist counterattack - this allowed most of the rebel force to escape Canterlot under his second, which assumed the Cruelty title.
The second Cruelty was one of the Agents present at the "last stand" of the Agents of Chaos at "Fort Alpha", and was fatally burned by participating in the "Flaming V" defensive counterattack against the Operation Just Cause assault force. (A Just Cause)

Agent 11/Sadness - Pegasus stallion, civilian identity Lieutenant Typhoon. This Agent was first seen in the civilian identity in Operation Shield, named in The Parasprite Project and seen in disguise during both In Praise of Twilight and High Fashion High Noon. During Operation Whirlwind he was tasked with first escorting Agent Snake to the castle's throne room, then deploying assassins to kill the guards of both Princesses Celestia and Cadance and finally "seeding" Canterlot with dangerous magical artifacts. It is believed he was captured by loyalists during this last operation, and his second assumed the Sadness title as a result. This second Agent Sadness later assisted the "great escape" of the rebel forces out of Canterlot. (Rainboom Revolution)
The second Sadness was one of the Agents present at the "last stand" of the Agents of Chaos at "Fort Alpha", and was fatally burned by participating in the "Flaming V" defensive counterattack against the Operation Just Cause assault force. (A Just Cause)
In The Day of Discord, we learn of the ultimate fate of the original Agent Sadness - he had escaped Canterlot after succeeding in the "seeding" operation, then surrendered himself to loyalist E.U.P. Guards in Cloudsdale. Since the Cloudsdale contingent were unable to prove the Lieutenant's story, he was ordered imprisoned in Canterlot Supermax instead of being executed. While there, Agent Sadness meant with a pegasus prisoner that was actually a disguised Changeling drone; this drone killed him and assumed his identity after the two escaped Canterlot Supermax following Discord's disruption of the prison.
After the death of the original Agent Sadness, the Changeling drone that assumed his identity runs into - and joins forces with - another disguised drone, along with Cozy Glow. The three of them then work together to try to escape Canterlot to Cloudsdale, presumably to allow vital intelligence to get to Queen Chrysalis. (The Day of Discord)

Agent X - A very mysterious agent, apparently a pony that has the special talent of imitating the appearance of other Equestrians. Considered the best Agent of Chaos under Snake's command, he was instrumental in the setup and execution of "The Parasprite Project", using his disguise abilities to avoid detection of bringing in and distribution of parasprites in Canterlot. (The Parasprite Project)
Agent X used his disguise abilities to frame "Mr. Hoofer" as the head of the Agents of Chaos, accomplishing several objectives simultaneously for the Agents of Chaos while throwing the loyalist Guard officers down a false intelligence track. (High Fashion High Noon)
Agent X next joined operating with Agent Snake in direct attacks against batpony efforts, but the mission failed to deter the batponies. (Circle of the Moon)
Agent X was in meeting with Snake and Agent 4 whereupon Snake declared the sonic rainboom Rainbow Dash performed to be "the sign of the pegasus ascendant" and authorized the carrying out of Operation Whirlwind. X seeming to be eager in seeing the chaos-generating operation carried out. Later, he stopped Agent 3 from warning the loyalists about the Operation Whirlwind rebellion, although in doing so he was forced to disappear into the city in disguise and remained unaccounted for after the defeat of the rebellion. (Rainboom Revolution).
Agent X reappears some time after the defeat of the rebellion, having de facto assumed command of what was left of the Agents of Chaos and linking up with his deep-embed "partner" in order to get the defeated and otherwise doomed Agent Snake out of Canterlot. It was during this time X and his "partner" revealed their true forms - retrospectively the real "first contact" with the race that would come to be known as the Changelings. (Consequences, A Canterlot Wedding)
After helping Aten escape Canterlot and regaining command of what was left of the Agents of Chaos, Agent X "replaced" Lieutenant Troilus (with his partner doing the same for Guard Upper Class Lyacon) after Troilus was captured and executed by the rebels under Aten's command. The disguised Agent X was thus the "Lieutenant Troilus" seen between The Crusaders and A Just Cause. After the deception had served its purpose, X and his partner returned to "Fort Alpha", where later Agent X would sacrifice himself to buy time for Aten to escape the fort at the "last stand" of the Agents of Chaos. The partner of X took on a new disguise as a Hornpoint prisoner, an infiltration designed to help Queen Chrysalis eventually conquer Equestria. (A Just Cause)

==================================

Mayor Mare - Earth pony mayor of Ponyville and an eloquent giver of speeches. As she had been a classmate at Canterlot Academy of Princess Cadance and Shining Armor, it was rumored her position was a royal appointment. After witnessing "Nightmare Moon" crash the Summer Sun Celebration in her town, she could do nothing but wait in the "Eternal Night" as Twilight Sparkle and five other fillies went into the Everfree Forest to battle "Nightmare Moon". She had a tense confrontation with a unicorn Guard Lieutenant shortly before the return of the previously-mentioned fillies, along with Princess Celestia and the restored Princess Luna, to Ponyville. When the party arrived, Celestia debriefed her along with the Lieutenant and she in turn addressed the restless crowds about what had happened before the Summer Sun Celebration went on as originally planned. (Friendship is Magic, IDW Comics #12, The Long Road Home)
After her town suffered an Ursa Minor attack, she was actively involved in planning out the measure against future attacks, "Operation Shield". During the planning meeting, she cited neglect of her previous warnings to vulnerability to monster attacks and wished it had not taken both the Ursa Minor and previous "Nightmare Moon" visitation to prompt action from Canterlot about the problem. (Operation Shield)
Mayor Mare called a meeting after Lieutenant Crispin was assigned to carry out "Operation Integration", mostly to allow the Lieutenant to outline how the operation was to be executed and why the orders from Canterlot were taking precedence over an effort to clean up poison joke in easily-accessible areas. (Zecora)
Mayor Mare is seen again giving the announcement of Celestia's decree canceling Nightmare Night celebrations in a formal speech to the citizens of her town. (Circle of the Moon)
She conducted the funeral service for the dead stallions Agents P1 and P2. (Consequences)
After being temporarily displaced in her authority during Discord's time causing chaos in Ponyville, she helped Twilight Sparkle reunite the scattered Element Bearers. (The Day of Discord)

Lemony Gems - Unicorn mare, founder of Ponyville's jewelry store and old Canterlot Academy friend of Princess Cadance. She had helped Cadance and Shining Armor get together in Canterlot Academy, and went into the jewelry business after graduating from that institution. She was a witness to Cadance's confrontation with the Griffon Ambassador that interrupted a tea party she was a part of. (IDW Comics #11-12, Excelsior)
Buck Withers had chosen her over Diamond Rose to be his new marefriend after Cadance had rejected him, hoping to use her to get back with Cadance. When knowledge of this came out, this very nearly destroyed the relationship, and Lemony Gems only reconciled with him when she learned his father was the one really driving the campaign and that Buck did not know the lengths that campaign went to. When Buck later went into the Royal Guard, she hoped he would come out a better stallion for it and, thanks to Celestia's careful planning, was pleased to learn this was indeed the case. (Buck Nothing)
Her jewelry store in Canterlot was severely damaged in an attack by Agents P1 and P2, as what ultimately proved to be part of a campaign to destroy Buck Withers. Despite her own losses, she volunteered to be one of the pallbearers in the funeral of Buck's mother Lilly Withers and shared her griefs with Buck. (Pocketful of Posies)
She attended with Buck Withers the exhibition in Hoity Toity's gallery of Rarity's work and was involved in the subsequent attack on the event by the Agents of Chaos. (High Fashion High Noon)
Buck Withers proposed marriage to her sometime shortly after Discord's release and attack on Canterlot. She accepted the proposal, paving the way for her wedding to be used as a "dry run" for the planned wedding between Shining Armor and Cadance. (Zero Point)

Diamond Rose - Pegasus mare with more than a passing resemblance to Fluttershy, although differently colored to her. She was one of Princess Cadance's friends at Canterlot Academy and helped Cadance get together with Shining Armor instead of Buck Withers so that she had a shot at Buck himself, although Buck later chose Lemony Gems over her instead. After graduating from Canterlot Academy, she went into the jewelry business in Canterlot. She was a witness to Cadance's confrontation with the Griffon Ambassador that interrupted a tea party she was a part of. (IDW Comics #11-12, Excelsior, Buck Nothing)
Diamond Rose later volunteered to be a pallbearer at the funeral of Lilly Withers, Buck's mother, at least in part because of her previous connection with Buck. (Pocketful of Posies)
She attended the exhibition in Hoity Toity's gallery of Rarity's work and was involved in the subsequent attack on the event by the Agents of Chaos. (High Fashion High Noon)

Mr. Carrot and Mrs. Cup Cake - Earth pony couple, owners and operators of Sugarcube Corner in Ponyville. Pinkie Pie is their live-in assistant running the shop, and they often think of her as a sort of daughter. They throw a party at their establishment to celebrate Twilight Sparkle's triumph over the Ursa Minor. (Applebuck Season, Operation Shield)
When Lieutenant Crispin attempted to interview Pinkie Pie at Sugarcube Corner in Zecora, Pinkie said the Cake couple were out at the time looking at new cookware. The Cakes were also mentioned in The Parasprite Project by Pinkie Pie to Captain Gibraltar and in Circle of the Moon from Pinkie to Twilight.
They would next be seen in Rainboom Revolution, where their business had been vandalized by two Agents of Chaos as part of Operation Whirlwind.
During Discord's time causing chaos in Ponyville, Mrs. Cake had become very obviously pregnant with who would later be revealed as the twins Pound and Pumpkin Cake, causing problems for her fellow citizens trying to keep her safe. (Baby Cakes, The Day of Discord)

Sweetie Belle - Unicorn filly and Rarity's younger sister. Although a witness of "Nightmare Moon's" arrival, Princess Luna did not know of her until told by Caramel in conversation. Later, Luna helped Sweetie Belle with her own big sister problems. (For Whom the Sweetie Belle Tolls, Games We Play)
She appears in family photograph copies given by "Magnum" (her father) to Buck Withers and Shining Armor during the Lifetime Achievement Award dinner given in honor of Terry Broadshanks. More than once, the resemblance of her manestyle to Princess Cadance's was noted by both Buck Withers and Shining Armor. (Buck Nothing)
She was tasked by Rarity to watch Opalesence while she was interviewed by Guard Upper Class Caramel. Shortly afterward, Agent of Chaos P2 attempted to abduct her, but was stopped by both Opalesence and Rarity. (Zecora)
Again she was tasked by Rarity to watch Opalescence briefly in Circle of the Moon, her resentment in performing this task prompting Rarity to wonder how similar the relationship between Celestia and Luna was to the one she had with Sweetie Belle.
As one of the "Cutie Mark Crusaders", she was invited by Princess Celestia to perform a reprise of the talent show act seen in The Show Stoppers and was caught up in Lieutenant Troilus' conspiracy as a result. (The Crusaders)
Mentioned in Mission to Appleloosa, as Rarity had to send her back to the care of their parents while Rarity was travelling with the other Element Bearers to Appleloosa.
Sweetie Belle was one of the "Cutie Mark Crusaders" that unintentionally helped release Discord from his stone prison during a tour of the Canterlot Castle statue garden. (The Return of Harmony, The Day of Discord)

Zecora - A zebra mare that lives in the Everfree Forest, believed to be the last living member of a tribe that dates from the days before Luna's exile. She is compelled to speak in rhyme, possibly as the result of a "curse" or tradition carried from her tribe. Efforts to make her an Equestrian citizen following the Poison Joke incident of Twilight Sparkle and her fellow Element Bearers were heavily opposed by the Agents of Chaos, but in the end a three-stallion party succeeded in their mission to make her a formal Equestrian citizen. (Zecora)
Staking out a raid on her residence brought Agents of Chaos P1 and P2 in contact with the parasprites, ultimately triggering the infestation seen in Swarm of the Century. Later, she traveled to Canterlot to testify before a board of inquiry about the parasprites. (The Parasprite Project)
She also joined in the attack on the aforementioned two Agents of Chaos during the night of "Operation Whirlwind", having identified those two stallions as the source of most of the problems that plagued Ponyville ever since Twilight Sparkle's arrival there. (Rainboom Revolution)
Mentioned in Mission to Appleloosa, as the relative isolation of "Quesadilla Polka" was compared to her previous isolation.

Moon Dancer - Unicorn filly, daughter of Star Dancer, sister (uncertain if half or full) of Java Jive. Before Twilight Sparkle understood the magic of friendship, Moon Dancer looked up to Twilight and considered her a friend, a sentiment which was not returned. Twilight's snub of her party and departure from Canterlot pushed Moon Dancer into rejecting friendship, dropping out of Celestia's School for Gifted Unicorns, and eventually (after the death of her stallionfriend and disability of her mother) being an asocial loner despite the best efforts of Shining Armor to rectify the situation. It would not until be much later that Twilight would make the effort to mend the broken relations. (Friendship is Magic, Amending Fences, Broken Fences)
Briefly mentioned in In Praise of Twilight, as Spike had a crush on her before moving to Ponyville and meeting Rarity. (Friendship is Magic)
She was also briefly mentioned in Consequences, as the two fillies Spring Rain and Glitter Drops were frequent guests at her parties.
Moon Dancer was next seen in The Crusaders, where she joined Lieutenant Troilus and Prince Blueblood's campaign seeking revenge for what happened to her parents - apparently without rationally thinking it through. She is also seen at a rally for the same campaign in Phoenix Down.
in A Just Cause, it was revealed she tried to talk with Twilight Sparkle at the Grand Galloping Gala before leaving as part of the Hornpoint campaign. Instead, she got caught up in the animal stampede triggered by Fluttershy and hospitalized, ensuring she missed being a part of Operation Hornpoint as a result. She was mentioned briefly again later during searches for thefts related to Hornpoint.

Java Jive (Morning Roast) - Unicorn filly, sister of Moon Dancer and daughter of Star Dancer. Her paternity is currently disputed between Star Dancer's deceased mate and Guard Lower Class Ventas, and this dispute (caused by the timing of her conception being close to that of a one-night fling between Star Dancer and Ventas) caused much trouble later on for her family. Star Dancer tried to cover up the filly's true identity from Moon Dancer and the public in general, as a result becoming trapped under the influence of the Agents of Chaos. When Star Dancer and Ventas broke the arrangement the Agents of Chaos set up, Agent Snake captured Java Jive and used her as leverage to humiliate both Star Dancer and Ventas. Afterward, Java Jive remained in Ventas' care, while the paternity issue was sorted out by testing. (Amending Fences, Broken Fences)
Java Jive was next seen in The Crusaders, where she joined Lieutenant Troilus and Prince Blueblood's campaign, mostly reluctantly following her sister's lead and trying to talk her into taking a more rational position, without success. She is also seen at a rally for the same campaign in Phoenix Down, very much worried about what will become of her and her sister.
In A Just Cause, she provided vital information about Operation Hornpoint to the loyalist Royal Guards - initially she was intended to be part of that operation along with her sister, but Moon Dancer decided to try to meet Twilight Sparkle at the Grand Galloping Gala instead. This meant both young mares missed out on participating in the operation.

Philomena - Princess Celestia's pet phoenix. Some of her feathers were used in the "Way of the Phoenix" ritual that saved the life of a griffon defector after he had been poisoned by Agent Snake. Celestia mentions at that time she was "near the end of her current life cycle", and indeed within a matter of months would go through the rebirthing process. (A Bird In The Hoof, Excelsior)
The fact of Philomena being near the end of her current life cycle was also mentioned by Princess Luna to Guard Upper Class Buck Withers in conversation, a fact that Luna used to compare the slow process of her powers returning and the process of Buck's change to the phoenix rebirthing process. (Buck Nothing)
Philomena was mentioned in Gibraltar's story in In Praise of Twilight, being resident in the royal aviary at the time. She also appears in The Parasprite Project, already beginning to lose feathers as part of the rebirthing process.
Although she does not appear in Phoenix Down, the events surrounding her rebirth are responsible for that story's events as two pegasi that had been responsible for guarding her failed in their task, causing Lieutenant Troilus to induce them to commit suicide as they would've been otherwise "outed" as Agents of Chaos in the subsequent hearing over the failure. (A Bird In The Hoof, Phoenix Down)
The reborn Philomena briefly appears again in A Just Cause, having been brought from Canterlot Castle to Pony Joe's donut shop by Celestia specifically to meet a very disappointed Fluttershy again, all this occurring after disaster overtook the Grand Galloping Gala. (The Best Night Ever, After the Gala by AleximusPrime(used with permission))
