Actually he is similar to the joker has a big mouth. Depending on the version of the batman he was created by being exposed to Joker gas and a powerful electric shock which altered his body chemistry. Why he always rambles and can't stop smiling. Not really evil more of a rogue psycho as he has both helped batman once or twice and stood against him. Mostly the views on what should happen to the joker are at two different points.
3366084 actually he was dumped in the same chemicals that made joker after being exposed to the gas (depending on which story you read) and as for his crush on Harley. Maybe he's just that kind of guy. My favorite scene from this episode
