I just realized. Vinyl scratch is most commonly associated with Bass.

Octavia's cutie mark is the Treble clef.

Bass and Treble.

The obvious conclusion is that both were created by Dr. Wily to be a counter to Mega Man and Rush, and Octavia is able to combine with Vinyl Scratch, being Vinyl's support unit, making her stronger and purple.
