I was working on a "My Little Dota" story. Well... it didn't turn out so well. But here's a segment of it - the author's notes, with stats for our favorite princess.
Celestia, The Solar Princess

Celestia has the Strength of an off-tank, being able to go hoof to toe with most villains early on, but her abilities are more on par with a caster and her Agility doesn't scale well into late game. This is to balance having two disables and two globals. Note she also has a unique drawback - her missiles are 100 units slower than even the slowest units in the game, which means certain abilities will be able to lead her attacks on a chase.
Noon
Celestia's mere presence brings life and joy, causing all allied heroes to heal quickly - but to stare directly in the sun is harmful.
The HP regeneration is doubled for Celestia.
Passive
HP Regeneration: 3/5/7/9
Evasion: 5%/10%/15%/20%
This ability gives Celestia the ability to lane solo early, recovering from any damage taken quickly and taking less thanks to her evasion. She will work well in bot lane with a jungler able to pop out as needed.
Sunstroke
The focused rays of the sun exhaust a target addling their mind. Target loses all mana regeneration and must pay more mana to use their abilities. The power lasts longer during the day.
The mana cost increase applies to active abilities that normally have no mana cost.
Sunstroke also disables mana recovery from abilities and items.

Recharge: 15/14/13/12
Mana Cost Increase: 25/50/75/100
Night Duration: 2/2.5/3/3.5
Day Duration: 4/5/6/7
The counterpart and reverse of Pugna's sentry, Sunstroke shuts down casters by making spells much more expensive and disabling mana recovery. Characters with autocast abilites (such as Huskar, Enchantress, Outworld Devourer, and Viper) are especially hurt, as well as characters that relied on 'free' spells (like Ursa).
Blind
The light of the sun can be so brilliant, foes can hardly see the star before their face. In addition to sharply reducing their vision range, their ability to hit is strongly impacted
If a character has more than one miss chance, only the highest applies.

Vision Reduction: 50%
Miss Chance: 60%/70%/80%/90%
Duration: 5
This spell allows Celestia to shut down most right-clickers, such as Drow and Riki. Although Monkey King Bar can shut down the miss chance, the vision reduction is unique, and allows her to work well in concert with others to take out single targets.
Glory
Celestia's control of the sun shines onto the battlefield. For a time, the fog of war on the entire map is lifted for your team, and the map becomes day, while reducing vision range for the enemy. Upgradeable by Aganihm's Sceptre.
Cancels Luna's Eclipse. Pauses Nightstalker's ultimate.
Aghanim's Sceptre: Increases duration and grants true sight of all enemy units.

Vision Reduction: 50 units
Wards may be a thing of the past. Every three minutes, Celestia can give perfect intelligence on the battlefield, revealing enemy hero locations, making it easy to set up ganks, check Roshan, or push lanes. With Aghanim's, Celestia becomes the game's only hard counter to stealth heroes.
Item Reccomendations
Tranquil Boots: Combined with Noon, Tranquil Boots make Celestia a true lane soloer, able to stay out near indefinately.
Mekansm: Celestia can make a good lane pusher, and Mekansm's heal can make her quite self-sufficient.
Sange and Yasha: Celestia needs movement speed, attack speed, and can use the compliment to her weak agility.
Black King Bar: Althuough evasion and recovery help Celestia stay out longer, abilities are her weakness.
Soul Booster: Although a full Bloodstone is probably overkill, Celestia's regeneration needs health to fill, and her abilities need mana to power them.
Aghanim's Sceptre: An alternative to Bloodstone if the other team is routinely using invisiblity.
Assault Barding: Shores up Celestia's next two biggest weaknesses by adding armor and attack speed, while sharing the love with her teammates.
Just For Fun
If Celestia uses Astral Imprisionment (only usable in Ability Draft), she has several lines asking if the target wanted a banana or would enjoy a trip to the moon.
