I'm pretty sure that title got your attention, right? Well humor me for a second. We all know that Angel can seem a little bit of a jerk but is in no way a bully. Why, though? What makes me not think of him as a bully when he smacks around various characters? Simple, in his own way he is actually helping. In quite a few episodes involving Fluttershy you'll see Angel being tough but you don't really notice the merits of this. This is proven the most in Hurricane Fluttershy. He is pushing Fluttershy to the point of crying but is also toughening her up in the process. This is commonly known as "Tough Love" he genuinely cares for Fluttershy but can't stand how spineless she is. In Ticket Master when Fluttershy tries to lie to Twilight Angel clearly disapproves and Fluttershy notices and quickly admits the truth. In A Bird In The Hoof Angel informs Fluttershy urgently that she'll be late Fluttershy can't stop thanking Angel to the point that if he didn't lock Fluttershy out or else she might of missed the major part of the party. Their are many examples of Angel being hard on her for Fluttershy's own good. Think of where Fluttershy might have been if Angel didn't stop pushing her. She's way too shy and might not have enough courage to even confront others. He is often forcing her to interact with others. But this signature Tough Love of Angel's doesn't just extend to Fluttershy. During Just For Sidkicks because Angel realizes that Spike doesn't care he searches for Fluttershy and to teach Spike a lesson about responsibility.
Angel can probably be best described as a " Lawful Evil" or "Chaotic Good" if we look at what others get out of Angel purposely giving everyone a hard time.
