Still debating on the cutie mark at the moment but still, here he is with a slightly revised bio:

Blue Skies, but friends and family call him Sora
Type:
Male Pegasus, White coat, Brown Mane and Blue eyes.
About him:
Ever since he was born, Blue Skies has had larger wings than any average Pegasus to date. However, though he has feelings in his wings, he is unable to use them at all. Due to this circumstance, his wings flop about at his sides if they are not restrained, and the tips of his two primaries have darkened due to being draged along the floor. Choice of restraints revolve around clothing at social gatherings, a simple belt tied around the waist when he is alone or a saddle bag draped over his back when in public.
Blue Skies has lived in the Palace his whole life, or so he was told. The young stallion suffered a series of blows causing him a severe case of amnesia, that when he awakened, he had forgotten everything from memories of his past, to basic knowledge such as speech and reading. Despite these obstacles, Blue had found his Mother and re-taught himself everything he knew and more. Blue can be shy at times around others he hasn't spent alot of time with. He is well acquainted with a select few ponies, them being Cadence, Shining armour, a Guardsman named Fleetfoot, Luna and Celestia. Although being a Pegasus, Blue does not yearn for sky like others before him. Even stranger, his ability in weather magic is unheard of, failing miserably at performing simple tasks like moving a cloud with his own hooves. However he is able to move quickly with agile and grace and has the ability to grow and nurture plants that could rival the best earth pony farmers in Equestria.
In his new life, Blue skies had never really connected to any other pony on any level besides thoughs of family ties, his relationships mostly forming around his mother and his aunt... Well, he may have another that he could call a friend...

I like the winged shield idea so I tried setting the scales as some kind of emblem, but what do you guys think? I'll post the blank version of the shield if you get any ideas.

621744 Can't quit think of an abnormality that would make much of a difference. Yes his wings are larger than normal, but he can't move them at all. If anyone were to pull out a feather, he would feel pain, yet would not be able to move his wings away unless he physcially backed away from said person. What did you have in mind for another abnormality anyway?

Joint fusion at certain points of both wings that prevent movement and a complete lack of hollow bones. Birds that fly have air sacs in them that serve as a secondary source of oxygen in high altitudes that are otherwise low in oxygen.

But the hollowed bones could be an interesting take 
Fusing the joint in anyway is something i want to leave out, floopy wings can serve more of a cumbersome that way
