In a lot of Doctor Who fanfictions I've ever read, specially the crossovers with My Little Pony, they always write his enemies in this order:

1) Daleks
2) Weeping Angels
3) Cybermen
4) Discord Whooves/The Master/The Valeyard (that was a crappy villain)
5) The rest of them.
