I think I know how the Ninjas come into the picture in Mexico. After the Spies have failed to catch Rafaela, again, Nowhere states that she's too unpredictable, so they'll need experts in that field and call in Mikey and Pinkie.

After they finally catch Rafaela, it then cuts to Mikey and Pinkie telling the others, and the other guest stars, about it a few days later. Then Gabby get's a call from Frostee, telling them about the team and Nowhere were framed and arrested and that he needs their help to break them out.

Also, I plan on updating the guest star list in future.
