As Joker's influence and numbers grew, so did my knowledge of the criminal element of Gotham. I study every profile of every Gotham criminal. A few of them I could relate to, one was someone I preferred to stay behind bars. I sent my Assassins to storm Arkham Asylum and bust out every villain, with the exception of one. I provided them with transportation to Joker's Steel Mill. There, they were given the choice to join either Joker or myself. While few were willing to follow me, I offered them deals and payment they couldn't refuse. Joker wanted to strike at Gotham before their luck changed, but I told him it was too early. While my companion was confused, he trusted my judgement. I told him that I sent calls information on where the villains fled, which gave us plenty of time.
