Issues #17-20 of the official MLP comics (yes, licensed by Hasbro) revealed that Celestia did in fact have a love life in the past, but was not with Discord. Dislestia fans everywhere were butthurt, but there I say there should still be a way for them to be together!

Well,, I think the issue depends on whether or not you consider the comics canon, but even if you do ( I do for the most part), it's perfectly possible to have multiple boyfriends in a lifetime (especially in a lifetime spanning multiple millennia). I don't see why Tia and Discord couldn't start dating sometime now even if they hadn't had any romantic involvement in the past :)
