But it's kinnad difficult to pull off mostly because he is a dragon and dragons are seen more a brawn then brain by Equestria and it is major pony country maybe even a tad Xenophobe.

So to pull this off he would need to be...
1. adopted by a royal familliy
2. Marry into royal blood
3. Be REALLY FUCKEN rich
4. Ruler of another kingdom so forighn royal blood
or 5. A LOT of blackmail

He doesn't have any official power, but he is well cemented in the political scene scenario of the entire world, and pretty much runs equestria by proxy of his honarary title Personal Aide to the Twin Thrones, which is why he is absent in most of the series episodes. He is ,politically, the most powerful in the entire world, easily in a position to orchestrate a world war and get away with it. And he is a cold blooded little bastard who will do it if his friends or family are threatened. He is not above planting artificial insurrections in countries merely for a political advantage, and has had dozens of important individuals assassinated.
