Permissions to add stories to folders have changed because some contributors are effectively breaking the rules.

For a story to be included to one of the folders it must have 10 more downvotes than upvotes. It's not a simple case of you don't like the story or the author so you're going to add it just to spite them. I've removed three stories this week so far because some person or persons have decided to simply add stories for the hell of it.

From here on in there will be 1 folder, aptly named "Requests", that anybody can add stories to. If they have the requisite number of downvotes to upvotes they will be added. If not they will be deleted.
