HELP!!!! Looking For An Old Story

First Blog Post So Sorry For any Errors,

I'm looking for a Story i read a few years ago the basic premise is a earth pony creates a device to use magic and fly.

The device is described like a GN Drive from Gundam 00 so its a cone with rings in it.

He adopts a baby dragon as one point who looks more like a traditional dragon than spike, later builds a vehicle to go to a frost biome and has to leave her there to be trained by her own kind.
