In an interview with CBR, Sugar has confirmed that Steven never forgave the Diamonds. With all the events that happened before and during the series, I truly can't blame him for feeling that way. You can see the discomfort in his face during his interaction with them in the movie and Homeworld Bound.
Months after the meltdown, Steven has been going to a therapist and made the choice to leave Beach City so he can finally move on for the betterment of his mental health. If he has officially cut ties with the Diamonds because he doesn't want to be associated with them for being one, so be it. He deserves to live a normal life on Earth and I sympathize with him for dealing with the mess his mom made that had nothing to do with him whatsoever.
Realistically speaking, not everyone deserves to be forgiven. I've come across people who did terrible things to me and backstabbed the hell out of me and until now, I never forgive them. It just goes to show that it's alright to cut toxic people out of your life and it doesn't matter if they're family or not. Create and maintain strong boundaries as they are essential in knowing and understanding what your limits are in order to live a healthy life.
I suppose it only makes sense. After all was said and done, the hell they put him and his friends through was tremendous. I will say I sympathize with them, always was a bit of a sucker for villains who cared about their families, even if it was a dysfunctional one.
