Thinking of doing my own Fallout story, only like a make-your-own-adventure deal

I spent a sleepless night trying to figure out how to go about this. I want to do a Fallout story with a beginning similar to Fallout 3, where you are born in the Vault, pick your stats, and take a standardized test to determine your tag skills. However, I want some audience participation regarding how the character goes along in the story. If I could somehow make a poll after each story so I can determine the popular vote, that would be rather helpful. After learning about the decision, I can mold a story around that. I don't know how long the story will be, or how will it end, because this is in the planning stages. I already got the character in my head with the stats and basic skills, I just want the first chapter to start with the test taking in order to determine his/her role in the Stable, along with the appropriate tag skills.
