Psycho-Pass and Ponies

So I was just watching this anime on Netflix called Psycho-Pass and since watching it, I've been dedicating one of my thought processes to how I would cross this with ponies.

I have some thoughts about which characters I would place where, but I'm stuck because of a problem I have with other stories that I can't let go of. I have issues where Twilight isn't the leader. I know that sounds odd, but I've read a few stories where she is not the leader of the group and it throws me off.

The thing is, Twilight would be perfect in the role of Akane Tsunemori, where I think I could easily place Applejack as Nobuchika Ginoza. Knowing how the show ends, I know that this issue would eventually be corrected. It still bothers me though. I think maybe if I can just wrap my head around Twilight not being the leader I might try my hand at actually writing something for once. You know, once I work out how an Earth Pony would hold a gun.
