Clearly photo and hoity are big names in Equestria.
The thing about have famous parents is that that find ways to remain busy and are gone a lot.
We know for sure that Photo's line of work will take her all over Equestria.
So under this context it would be safe to say that yes they could have a daughter.
It she would have a rich up bringing with a strong for of independence considering her parents would be gone most her life.
This would also explain why Tierra would be closer to she seems to like friends with attitude. As stated in Babs Seed.
It would also mean that she is not control by Tierra figuring out the world on you own. Even if you have butlers and other staff.
The independence and self reliance should form rather quickly.
