Equestrian Civil Service

Hi, Equestrians of all colours and hues! Toratchi here; I need some help. I need a lot of characters for my next story: I'm working on background for an alternate history of Equestria, with Luna banishing Tyrant!Celestia and instituting a Civil Service (like the mandarins) a few centuries after the Tyranny.

I need OCs to populate the ranks of Governors, Counsellors, and Ministers of Equestria. They may be ordinary or extravagant, humble or pompous, but I need names, descriptions, and relevant Departments and responsibilities. Luna prizes hard work, insightfulness, thoughtfulness, decisiveness, and empathy, and does not tolerate laziness, shirking, or incompetence.
