I think you are confusing second and third person.
First person is from the perspective of the main character. Like Harry Potter
A second person story would for example be Harry Potter from the perspective of Ron. Harry is the main character but we see everything as Ron does.
A third person story is from the perspective of the narrator. Harry Potter would still be the main character but we would have more of a birds eye view then what we get.
A good example of third person would be “A series of unfortunate events.”
I don’t read green texts but I am 90% sure they are third person.

An important gold medallion, which grants access to an important person within the Castle...
It sounds like they are a noble, or someone of equal or higher standing to be known in the castle just by their token. If they are familiar with Anon's writing then it is more likely to be a stallion, a unicorn stallion based on the elaborate depictions on the envelope and medallion.
My first guess would be Blueblood, since this would be flamboyant enough for his tastes. But it hasn't been so long ago since Anon met the Prince, so I am inclined to think it is not him.
My second guess is that the sender of this letter is a character we have not seen yet. A character who would have an influential family name closely related to the higher-ups in the castle, with a family past of strong unicorns in their bloodline, dedicated to Princess Celestia if based on their choice of symbolism.
My third guess is Celestia. She would know about his writings since she likely keeps track of Anon and his actions, the medallion with the sun motif in the background could imply it is her personal token, and she above anyone would have ears on some of the more important topics around Canterlot to discuss with him. This guess, however, brings up the question of; 'Why did Celestia call for him this way and not directly?', implying there needs to be a reason why she could/should not interact with him publicly.
And so are my thoughts on this chapter. Needless to say, I am curious about what happens next.

If "there's no way a stallion could be the one who caught her", she could be trying to find out who sent him. Political crap, and all that.
