Why do I feel that Lero's holding all his anger, frustration and hatred in until he sees either one of the princesses ( either one, he's not choosy) or Discord and then the fireworks will go off.

I was wondering when you'd get around to helping RD. That whole situation is a serious charlie foxtrot.
Given that ponies care for even the wild animals in Equestria (that's why Everfree is so wild to them) aren't there more ponies involved in the business than Fluttershy? I mean, Ponyville is a podunk Town, but couldn't you call the Beast and Plant Bureau in Nextlargercitytown and tell them that one of the local workers is completely overwhelmed and need help ("Rainbow Dash. Yeah, she's a Pegasus. No, she isn't like this normally. Those animals usually behave." None of which is a lie) ?

Well, now that we've finally reached this chapter, I can admit something from this side of the fourth wall.
From around Chapter 3 to the first half of Chapter 8, Lero's functioned in the role of a silent (if dismayed and inquisitive) observer, learning and familiarizing himself with his new enemy, (the Swap Jinx.) I wanted him at least fully and comprehensively aware that he was IN a minefield before letting him taking the first step.
The cutoff point from passive watcher to active doer was when Twilight told him, 'You're free to say whatever you want to whoever you want, whenever."
From that point forward, I had Lero take solid action against the Swap Jinx, approaching it like a proactive thinking man would. Things such as showing Dash her old stuff back in Chapter 8... trying to battle Discord in Chapter 9... his talks with Twilight and Rarity in Chapter 10... if nothing else, he was TRYING. But even in his trial-and-error failures, Lero was learning more vital facts about the Swap, such as that the Swapped Five's physical senses would lie to them when presented with photographic evidence of their old lives, everything about Discord's bewitchment and exemption list, and the revelation that if Rarity felt unloved, it might end up completely dooming his relationship with Rainbow Dash.
Chapter 11 was a turning point. Even though Lero actually has MORE information yet to learn about the Swap... at this point, he at least has ENOUGH that he can effectively start thwarting and undermining the Swap Jinx. Even if he's not the one who can cure it.
Let me assure you, though, it's NOT going to be an easy-breezy elevator ride up for our hero, though. As author, I still have QUITE a few bombs left to blow up in Lero's face! And I won't guarantee a happy ending.

Well... I'll spoil THIS much:
1) The madness WILL continue.

You know what? As author, I will admit that this would've been perfectly valid alternate solution. I'm impressed by it through and through; you're a good problem solver, buddy!
But let me explain why Lero chose the method he chose:
1) He doesn't really KNOW any other animal caretaker/naturalist/what have you apart FROM Fluttershy, (Lero just doesn't run in nature-lovers circles) He'd have needed to talk with a few other ponies before this particular light bulb would've brightened over his head.
2) He was emotionally desperate to be there for Dash as soon as humanly possible, (those animals are out for blood!) rather than wait for possibly days for the ponies from the Beast and Plant Bureau to send one of their guys.
3) To be perfectly frank... even though he knew he was in over his head... Lero REALLY wanted to play knight-in-shining-armor to Dash. In hopes of winning her heart back, for sure, but especially to make up for terrifying her in Chapter 8.

Oh fair enough! There are, of course, other reasons: such a plan could cost Flutterbow Dash her job, and hence her raison de aitre (sp?) and sanity. It was just not mentioned.
Eh. Not bad, but I can see why it didn't work. I'd have gone with something like...
"Okay, you gross menagerie, listen up. The pony you've been using as a chew toy has made it clear that you are all to remain alive. Well, as it turns out, there are a wide, wide number of ways to leave something alive but wishing it wasn't. So, unless you want me to get creative, you will behave yourselves. Do I make myself clear?"
Assuming, of course, I didn't get mobbed halfway through the first sentence.
In any case, great chapter. Monumental number of feels. Looking forward to more. Especially if Lero can convince Rarity to stick to the schedule and keep business and pleasure separate. Sure, do some weather artistry around the house, but don't inflict it on the entire town when they just want what's been preordained. Oh, and you're the leader of a team. Involve them.

Well, keep in mind, Lero is a historian and a massues, neither profession is exactly known for it's quick wit or eloquence. (Yes, some historians are, but it's not a requirement of the profession) and if you look back through his way of talking, he tends to be genuine and straightforward, not poetic and clever. On top of that, he's not spent a large amount of time threatening people, so not allot of practice to develop the skill. One thing you have to keep in mind when writing is keeping characters, well, in character. You have to ask yourself, "can I actually envision them saying this?" Sometimes you have to pass on witty dialogue to do that.
