Honestly? Very 'rushed'. You jump from one piece of this entire debacle to another rapidly, without much in the way of transition, and the logic itself is somewhat difficult to follow.
Goes quite dark randomly, with Blaze's insane killing/arson spree, Celestia's private archives, with Blaze's dead body, Regal calling for Twilight's head, potential rioting, apparently the entire Society vs Society fight is a bit more 'dirty' than you'd expect. Luna thinks Regal is going to hang when all is said and done... for what? Recovering a lost tome from an lost/abandoned mythical library? Is she being literal? I mean, sure... he's an ass... but still. He recovered the tome from the lost library, it's not as if Celestia really sought it out recently, I don't really understand how she can make claims against it, or why Twilight was found innocent of the theft. She clearly stole it, even if simply to protect it and replicate it's knowledge so that it's not lost.

this is getting good, tho I wonder what is going to happen to Twilight. I also wonder about Regal. As Luna points out, surely there were many other things he could have done to get to his objective. Unless he has something else planned instead. He is getting rid of the group that is meant to preserve knowledge and nature and so on... and replacing it?... Well who knows, he could be telling the truth, or he could be lieing.

And what is Rarity's angle here? She seems to have sunken pretty deep into this new group... I can see why it would appeal to her, yet her best friend keeps warning her to not be involved with them... curious.

I have to admit I find Celestia's reasoning here a little shaky.
She claims ownership of the book and in the same breath says she forgot the about the library where the book came from. After enough time, shouldn't Celestia's claim be invalid?
Additionally, by her logic, is she (well her and Luna now) the owner-of-record of everything belonging to the government?
Also, I'm surprised that Regal didn't jump on the fact that Celestia herself may be a biased witness here. I can excuse Luna because, as far as I can tell, their relationship is still largely hidden from the public, but Twilight's and Celestia's history seems like common knowledge

Lastly, this is bugging me and I know I won't get a straight answer until the end of the 'fic but:
Based on blog posts and comments, Twilight is NOT going to become an alicorn by the end of this. Fine, I don't care but what's with that damned book? It's driving me nuts trying to even GUESS what that prophecy says about Twilight. From what Luna's said in previous chapters, it seems like Twi will be ageless/immortal/ridiculously long-lived at the very least but she's not gonna be an alicorn, so how?

I'm not saying that Regal would have used it to attack Celestia, but it just seems like Regal would have said something like: "Your Honor, of COURSE the Princess would say that. Before becoming Archmage, Twilight Sparkle was her personal student. Certainly her views may be a little biased."
Regal seems extremely determined to win his case, so weakening Twilight's claim by subtley suggesting she was hiidng behind Celestia seems like something he'd do
Very nice chapter but a few things jump out at me which I wonder if you'll address in the future:
- Twilight and Luna's relationship seems to be very much in the background right now. I hope you plan to elaborate on it further, since its was such an important part of the first few chapters and been largely ignored in the last few chapters.
- Twilight displays a shocking lack of interest in Celestia's personal library. She's amazed by it, sure, but never asks to be allowed to access it in the future? Sure, keeping Blaze's remains there is off-putting, but I'd think Twilight would beg Celestia to be allowed to read those books.
- And finally, I do hope you explain why Rarity is with this group and, for that matter, what's going on with the rest of the mane 6.
I do sense a few oddly put things in this chapter as others have said, but for the most part this was another great read!

The jury legally had to find Twilight guilty.
noone presented evidence that the book belonged to Celestia(it was only mentioned afterwords) and juries are legally required to make their decision based only on the knowledge they have. With the knowledge given, Twilight is guilty of theft.
Also, that's ignoring the fact that the laws are pretty vague on ownership of any objects lost like that, and the person that recovers it. In the cases where it is returned to the state, the recoverer is generally given roughly 1/10th the value of the object. Given that Twilight, a government official, here presented as acting to retrieve a government document lost a thousand or more years ago and return it to its rightful owners, did not give him any reimbursement, she(or the government as a whole, though generally a government would back away from her) is still guilty of theft.
Something is off with Rarity. One of the show's central themes is that the Mane 6 grow and learn from their mistakes distinguishing it from other kids shows that just have the characters constantly reset from episode to episode. This is set 5 years after then end of season 2. Alternate Universe or not Rarity should have still grown in wisdom and maturity considerably and social interaction and reading other ponies is what she does. She should have been able to see right through Regal just as easily as Twilight did.
I don't see why Celestia's claim isn't valid, she owns the library. Out laws are based on the fact we are mortal, she doesn't have that problem. Also, Equestria is fictional, their laws are not our laws, you can make them up to fit your story as you like. Props to Pheonix Twilight, Ace Attourney for pwning Regal.

A. You're debating legal proceedings in a story that is not only fictional, but is doubly so by being set in an alternate universe from a show that is already fiction.
B. Celestia came from the jury chambers, where she had given the jury evidence supporting her ownership of the book. I don't think this was very clearly conveyed, so I'll take the blame for that.
C. Ponies (And especially Unicorns, whom she would be being tried by as a jury of her peers) are logical beings, able to see and comprehend lines of logic further than what has been presented to them, or what "Technically happened." They would have come to their conclusion with or without supporting evidence.
D. Magic, bitch.
To me this is the result of the comments at the end of the court case.

Then Celestia is guilty of interfering with a jury. Again, it is illegal for the jury to use any information that they were not given during the trial. I get that things could be different, but not THAT different. What's the point of using a jury at all if anyone can just walk in and have their say(and don't say that Celestia can do it because she's the princess- they are in positions of power, so it's even more important that they follow the laws)
Also, using "it's magic" as an argument insults both me and you. :P

Let me re-affirm my first point, and the invalidation of your entire argument.

Forget everything you've ever known about a court system or anything pertaining to a judge, jury, lawyers, or anything. Ever. First off, the defendant and prosecution are representing themselves with NO lawyer present. Secondly, the total monarch of the entire land is able to be called to the witness stand. (Pretty sure the fucking queen of England never testified in a trial.) Third, and final point,
If you're going to harp on someone's story, you may want to consider ALL angles of approach. Including the ones that, under normal circumstances, might seem illogical or downright bonkers.
Like unicorns in a courtroom.

It is indeed legal to represent yourself, and it is also legal to call ANY being to the stand, so long as they have something relevant to say.
If you wanted to say it wasn't the same as in reality, then you should have made significant changes to the process. You have not, however(indeed, everything you showed implied it to be exactly the same) and therefore I assume it is the same process. It wasn't even fridge logic, it occurred to me while I was reading, and confused me. It is a significant portion of YOUR JOB, as a writer, to prevent this from happening. If your response to someone pointing out a flaw in the logic of a story you wrote is "It's fiction, doesn't have to make sense!", or "Look, Twilight's a unicorn, why should anything else be real?" then I have nothing else to say to you, because it implies a certain level of immaturity.
If you want to imply that the system is different, mix up the ways that the trial is presented. Make it a back-and-forth instead of the normal method of prosiocution making all it's points, followed by defense(though I suppose you did have Twilight give her opening statement first- I think that's different) doing the same. Or, heck, go with a counsel of judges instead of a jury- that actually makes sense, given that this is supposed to be a 'high counsel', which typically consist of a number of judges rendering a decision on a complicated issue. Instead of a jury. Seriously, I don't understand that bit. How is it a counsel if there's only one judge? :?

MY JOB is nothing. This is a hobby of mine. I'll write as I see fit, with no input from you or others. If you disagree with my writing style, feel free to downvote, report, and unfavorite the story. no one is forcing you to read something you don't enjoy.
Perhaps I gave the readers something similar to identify with, so they felt some modicum of comfort and I didn't have to be bothered with creating a brand-new system from the ground up, which would have been a waste of valuable time and effort that I hardly have to spare anyways.
Lastly, please, if you have a serious issue with my story, don't spam the comments section. While I'm sure the other readers are amusing themselves reading through this entire back-and-forth, it's beginning to try my patience. If you have further quarrel with me, I suggest you send me a private message or an e-mail. Openly bashing a story in the comments is no productive way to conduct yourself.
(And as for the remark on my maturity... This is a lesbian erotic story about fictional characters from a children's show. If you wanted mature, you've come to the wrong story, and the wrong website.)

Rarity's place in this confuses me. She's the only other mane 6 involved in the story still which is fine since this is about magic anyways. But unless there's some double secret deep cover thing going on, the smarmy and dismissive way Rarity and Twilight treat each other serves no purpose other than try and get me to hate Rarity. Clearly they are at odds here but neither have taken any action resolve anything. Now that Twi has more free time than at any point as Archmage her attitude of just letting Rarity act a fool doesn't make much sense.

I must say, I love how you have been handling this story. One thing I had been wondering if it would happen simply for laughs, is considering Twilight's and Regal's knowledge of Equestrian law, I would have found it hilarious if he tried using a specific law to condemn, and Twilight quoted a counter law. He tried another, and she countered. It would have been very entertaining to see him dig himself into a rut because of Twilight's wider knowledge on more obscure laws that she read up on in her spare time.
Plus, the image of the judge and jury frantically sheafing through books, trying to keep up with and back-check the laws the quote for accuracy leaves me roaring with laughter in my mind.
Now, eagerly awaiting the next installment in the story.

I have the awful feeling that synthetic magic is like FMA alchemy, I needs not only magic, it needs some exchange, something so bad that Blaze destroyed all the ways to teach that magic, and balanced the creation/destruction scales by mass murder.
